STATE EMPLOYEE RET.  Adds Morgan City and Berwick housing authorities to system
membership. (2/3 - CA10s29(F)) (6/30/20)
1	AN ACT
2 To enact R.S. 11:411(14) and (15), relative to the Louisiana State Employees' Retirement
3 System; to provide for system membership; to provide for an effective date; and to
4 provide for related matters.
5	Notice of intention to introduce this Act has been published.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 11:411(14) and (15) are hereby enacted to read as follows:
8 ยง411. Eligibility for membership
9	The membership of this system shall be as follows:

11	(14) Employees of the Berwick Housing Authority.
12	(15) Employees of the Morgan City Housing Authority.
13 Section 2. The cost of this Act, if any, shall be funded with additional employer
14 contributions in compliance with Article X, Section 29(F) of the Constitution of
15 Louisiana.
16 Section 3. Following the effective date of this Act, the boards of the Berwick
17 Housing Authority and the Morgan City Housing Authority may each adopt a

1 resolution declaring the authority to be a participating employer in the Louisiana State
2 Employees' Retirement System. Such resolution shall be adopted on or before
3 September 30, 2020, and the executive director of the system shall be provided with a
4 copy of such resolution. Contributions to the system and accrual of benefits shall begin
5 with the first pay period following the system's receipt of the resolution. If either board
6 fails to adopt a resolution on or before September 30, 2020, the provisions of this Act
7 shall be null and void relative to the authority governed by a board failing to adopt a
8 resolution.
9 Section 4.  This Act shall become effective on June 30, 2020; if vetoed by the
10 governor and subsequently approved by the legislature, this Act shall become effective on
11 June 30, 2020, or on the day following such approval by the legislature, whichever is later.

Present law provides for membership in the La. State Employees' Retirement System
(LASERS) to certain employees.
Present law (R.S. 11:412) specifies that for purposes of determining eligibility for
membership in LASERS, the legislature shall provide by law whether or not the types of
agency service performed by employees, elected officials, and appointed officials of new
agencies are within the scope of provisions of present law.
Proposed law retains present law.
Proposed law adds employees of the Berwick Housing Authority (BHA) and the Morgan
City Housing Authority (MCHA) to the membership of LASERS.
Proposed law provides that after the effective date of proposed law and on or before
September 30, 2020, the boards of the BHA and MCHA may adopt resolutions declaring the
authorities to be participating employers in LASERS. Provides for contributions to the
system and accrual of benefits to begin with the first pay period following LASERS' receipt
of the resolutions. Further provides that if BHA or MCHA does not adopt a resolution on or
before September 30, 2020, the provisions of proposed law shall be null and void for the
authority failing to adopt.
