RÉSUMÉ DIGEST ACT 29 (SB 3) 2020 Regular Session Allain Prior law provided for membership in the La. State Employees' Retirement System (LASERS) to certain employees. Prior law (R.S. 11:412) specified that for purposes of determining eligibility for membership in LASERS, the legislature shall provide by law whether or not the types of agency service performed by employees, elected officials, and appointed officials of new agencies are within the scope of provisions of prior law. New law retains prior law. New law adds employees of the Berwick Housing Authority (BHA) and the Morgan City Housing Authority (MCHA) to the membership of LASERS. New law provides that after the effective date of new law and on or before September 30, 2020, the boards of the BHA and MCHA may adopt resolutions declaring the authorities to be participating employers in LASERS. Provides for contributions to the system and accrual of benefits to begin with the first pay period following LASERS' receipt of the resolutions. Further provides that if BHA or MCHA does not adopt a resolution on or before September 30, 2020, the provisions of new law shall be null and void for the authority failing to adopt.
