Provides relative to environmental education and litter reduction section of the State Department of Education. (gov sig) 1 AN ACT 2 To amend and reenact R.S. 30:2506(A) and (B)(1), (2), (7)(a), and (9), relative to the state 3 Department of Education; to provide relative to the duties of the environmental and 4 litter reduction section within the department; and to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 30:2506(A) and (B)(1), (2), (7)(a), and (9) are hereby amended and 7 reenacted to read as follows: 8 ยง2506. Environmental Education and Litter Reduction Section; staff; powers and 9 duties; cooperation; funding 10 A. There is hereby created, within the state Department of Education, the 11 environmental education and litter reduction section which shall assist the 12 commission and perform responsibilities relative to education and litter control 13 abatement as provided for in this Chapter. Insofar as funds are appropriated, staff 14 may be employed under the direction and control of the state superintendent of 15 education and in accordance with policies of the department. 16 B. SB NO. 312 SLS 20RS-544 ORIGINAL 1 (1) Administer and implement Receive advice and guidance on the 2 administration and implementation of environmental education programs on 3 behalf of from the commission. 4 (2) Review the status of and design Design plans for K-12 environmental 5 education in the state regularly, at the direction and with the assistance of the 6 commission. 7 * * * 8 (7) Function as an environmental education clearinghouse by doing the 9 following: 10 (a) Reviewing and recommending environmental education materials 11 resources. 12 * * * 13 (9) Initiate, develop, implement, assess, and market non-formal 14 environmental education programs; facilitate, encourage, and support multi-school 15 district cooperative efforts to determine the need for, develop, and assess 16 environmental education curricula, promote state government and private sector 17 policy that is consistent with the environmental education strategic plan; and 18 coordinate non-formal environmental education with elementary, secondary, and 19 postsecondary environmental education programs. 20 * * * 21 Section 2. The Louisiana State Law Institute is hereby authorized and directed to 22 redesignate Chapter 20 of Title 30 of the Louisiana Revised Statutes of 1950, comprised of 23 R.S. 30:2501 through 2521, as designated prior to the enactment of this Act, as Subpart B-1 24 of Part III of Chapter 1 of Title 17 of the Louisiana Revised Statutes of 1950, comprised of 25 R.S. 17:200 through 220; and is further directed to redesignate any other section of law or 26 internal citations contained herein consistent with the provisions of this Act. 27 Section 3. This Act shall become effective upon signature by the governor or, if not 28 signed by the governor, upon expiration of the time for bills to become law without signature 29 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. DIGEST SB 312 Original 2020 Regular Session Fesi Present law provides for Environmental Education and Reduction Act and the environmental education and litter reduction section within the state Department of Education (DOE), and provides for power, duties, and programming of the section. Proposed law retains present law and clarifies provisions relative to the activities of the section. Directs the La State Law Institute to recodify specific sections of present law. Effective upon signature of the governor or lapse of time for gubernatorial action.
