(gov sig) 1 AN ACT 2 To amend and reenact the introductory paragraph of R.S. 30:2503(A)(2), 2506(A) and 3 (B)(1), (2), (7)(a), and (9), relative to the state Department of Education; to provide 4 relative to the duties of the environmental and litter reduction section within the 5 department; to provide relative to the membership of the Louisiana Environmental 6 Education Commission; and to provide for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. The introductory paragraph of R.S. 30:2503(A)(2), 2506(A) and (B)(1), 9 (2), (7)(a), and (9) are hereby amended and reenacted to read as follows: 10 §2503. SB NO. 312 SLS 20RS-544 ENGROSSED 1 Department of Agriculture and Forestry or his designee, the chancellor of the 2 Louisiana State University Agricultural Center or his designee, the chancellor of 3 Southern University Agricultural and Mechanical College or his designee, the 4 executive director of the Coastal Protection and Restoration Authority or his 5 designee, and the following members appointed by the governor: 6 * * * 7 §2506. Environmental Education and Litter Reduction Section; staff; powers and 8 duties; cooperation; funding 9 A. There is hereby created, within the state Department of Education, the 10 environmental education and litter reduction section which shall assist the 11 commission and perform responsibilities relative to education and litter control 12 abatement as provided for in this Chapter. Insofar as funds are appropriated, staff 13 may be employed under the direction and control of the state superintendent of 14 education and in accordance with policies of the department. 15 B. The section shall implement the provisions of this Part relative to 16 environmental education, including the following: 17 (1) Administer and implement Receive advice and guidance on the 18 administration and implementation of environmental education programs on 19 behalf of from the commission. 20 (2) Review the status of and design Design plans for K-12 environmental 21 education in the state regularly, at the direction and with the assistance of the 22 commission. 23 * * * 24 (7) Function as an environmental education clearinghouse by doing the 25 following: 26 (a) Reviewing and recommending environmental education materials 27 resources. 28 * * * 29 (9) Initiate, develop, implement, assess, and market non-formal Page 2 of 4 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 312 SLS 20RS-544 ENGROSSED 1 environmental education programs; facilitate, encourage, and support multi-school 2 district cooperative efforts to determine the need for, develop, and assess 3 environmental education curricula, promote state government and private sector 4 policy that is consistent with the environmental education strategic plan; and 5 coordinate non-formal environmental education with elementary, secondary, and 6 postsecondary environmental education programs. 7 * * * 8 Section 2. The Louisiana State Law Institute is hereby authorized and directed to 9 redesignate Chapter 20 of Title 30 of the Louisiana Revised Statutes of 1950, comprised of 10 R.S. 30:2501 through 2521, as designated prior to the enactment of this Act, as Subpart B-1 11 of Part III of Chapter 1 of Title 17 of the Louisiana Revised Statutes of 1950, comprised of 12 R.S. 17:200 through 220; and is further directed to redesignate any other section of law or 13 internal citations contained herein consistent with the provisions of this Act. 14 Section 3. This Act shall become effective upon signature by the governor or, if not 15 signed by the governor, upon expiration of the time for bills to become law without signature 16 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 17 vetoed by the governor and subsequently approved by the legislature, this Act shall become 18 effective on the day following such approval. DIGEST SB 312 Engrossed 2020 Regular Session Fesi Present law provides for the Environmental Education and Reduction Act and creates the Louisiana Environmental Education Commission and specifies the membership of the commission. Additionally provides for the environmental education and litter reduction section within the state Department of Education (DOE) and provides for the powers, duties, and programming of the section. Proposed law retains present law and adds the executive director of the Louisiana Coastal Protection and Restoration Authority, or his designee, to the membership of the commission. Additionally clarifies provisions relative to the activities of the section. Directs the La. State Law Institute to recodify specific sections of present law. Effective upon signature of the governor or lapse of time for gubernatorial action.
