2020 Regular Session ENROLLED SENATE BILL NO. 312 BY SENATOR FESI 1 AN ACT 2 To amend and reenact the introductory paragraph of R.S. 30:2503(A)(2), 2506(A) and 3 (B)(1), (2), (7)(a), and (9), relative to the state Department of Education; to provide 4 relative to the duties of the environmental and litter reduction section within the 5 department; to provide relative to the membership of the Louisiana Environmental 6 Education Commission; and to provide for related matters. 7 Be it enacted by the Legislature of Louisiana: 8 Section 1. The introductory paragraph of R.S. 30:2503(A)(2), 2506(A) and (B)(1), 9 (2), (7)(a), and (9) are hereby amended and reenacted to read as follows: 10 §2503. Louisiana Environmental Education Commission; creation; membership; 11 duties 12 A. * * * 13 (2) The commission shall consist of the secretary of the Department of 14 Wildlife and Fisheries or his designee, the state superintendent of education or his 15 designee, the secretary of the Department of Environmental Quality or his designee, 16 the secretary of the Department of Natural Resources or his designee, the secretary 17 of the Louisiana Department of Health or his designee, the commissioner of the 18 Department of Agriculture and Forestry or his designee, the chancellor of the 19 Louisiana State University Agricultural Center or his designee, the chancellor of 20 Southern University Agricultural and Mechanical College or his designee, the 21 governor's executive assistant for costal activities or his designee, and the 22 following members appointed by the governor: 23 * * * 24 §2506. SB NO. 312 ENROLLED 1 A. There is hereby created, within the state Department of Education, the 2 environmental education and litter reduction section which shall assist the 3 commission and perform responsibilities relative to education and litter control 4 abatement as provided for in this Chapter. Insofar as funds are appropriated, staff 5 may be employed under the direction and control of the state superintendent of 6 education and in accordance with policies of the department. 7 B. The section shall implement the provisions of this Part relative to 8 environmental education, including the following: 9 (1) Administer and implement Receive advice and guidance on the 10 administration and implementation of environmental education programs on 11 behalf of from the commission. 12 (2) Review the status of and design Design plans for K-12 environmental 13 education in the state regularly, at the direction and with the assistance of the 14 commission. 15 * * * 16 (7) Function as an environmental education clearinghouse by doing the 17 following: 18 (a) Reviewing and recommending environmental education materials 19 resources. 20 * * * 21 (9) Initiate, develop, implement, assess, and market non-formal 22 environmental education programs; facilitate, encourage, and support multi-school 23 district cooperative efforts to determine the need for, develop, and assess 24 environmental education curricula,; promote state government and private sector 25 policy that is consistent with the environmental education strategic plan; and 26 coordinate non-formal environmental education with elementary, secondary, and 27 postsecondary environmental education programs. 28 * * * 29 Section 2. The Louisiana State Law Institute is hereby authorized and directed to 30 redesignate Chapter 20 of Title 30 of the Louisiana Revised Statutes of 1950, comprised of Page 2 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. SB NO. 312 ENROLLED 1 R.S. 30:2501 through 2521, as designated prior to the enactment of this Act, as Subpart B-1 2 of Part III of Chapter 1 of Title 17 of the Louisiana Revised Statutes of 1950, comprised of 3 R.S. 17:200 through 220; and is further directed to redesignate any other section of law or 4 internal citations contained herein consistent with the provisions of this Act. 5 Section 3. This Act shall become effective upon signature by the governor or, if not 6 signed by the governor, upon expiration of the time for bills to become law without signature 7 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 8 vetoed by the governor and subsequently approved by the legislature, this Act shall become 9 effective on the day following such approval.
