SENATE BILL NO. 342

FEES/LICENSES/PERMITS.  Provides for a special identification card for persons over the
age of 60. (8/1/20)
1	AN ACT
2 To amend and reenact R.S. 40:1321(H), relative to special identification cards for persons
3 over the age of sixty years old; to provide expiration dates; and to provide for related
4 matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 40:1321(H) is hereby amended and reenacted to read as follows: 
7 ยง1321. Special identification cards; issuance; veteran designation; disabled veteran
8	designation; university logo; "I'm a Cajun" designation; needs
9	accommodation designation; fees; expiration and renewal;
10	exceptions; promulgation of rules; promotion of use; persons less
11	than twenty-one years of age; the Protect and Save our Children
12	Program; Selective Service Registration

14	H.(1) Persons who are residents of this state and who are sixty years of age
15 or older may obtain a special identification card without charge. This provision shall
16 not apply to the special identification card required to be obtained by a sex offender
17 pursuant to Subsection J of this Section. Special identification cards issued under the

1 provisions of this Subsection shall not be subject to the expiration provisions or the
2 renewal requirements of this Section.
3	(2) Persons who are residents of this state and who are sixty years of age
4 or older may obtain a special identification card that complies with the
5 standards of Real ID, as provided in Subsection P, without charge. The special
6 identification card issued under the provision of this Subsection shall expire
7 every six years. The OMV may issue the special identification card for a period
8 of less than six years in circumstances of legal presence or other special
9 restrictions.

Proposed law provides that a person 60 years old or older that is a resident of the state may
obtain a special identification card that complies with the standards of Real ID. The special
identification card shall expire every six years.
Proposed law provides that the OMV may issue the special identification for a period of less
than six years in circumstances of legal presence for people who are not citizens or other
special restrictions.
