Present law requires the Dept. of Public Safety and Corrections to identify a transition
specialist at each of the state correctional facilities who shall perform certain duties which
include furnishing a photo identification card to an offender prior to his release.
Proposed law retains present law and adds that, to the extent funding is available, the
offender shall also be issued a card that includes a list of all vocational licensing and
certification programs completed by the offender while incarcerated.
Effective August 1, 2020.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Administration of
Criminal Justice to the engrossed bill:
1. Remove the proposed law provision which required the Dept. of Public Safety
and Corrections to issue a photo identification card that includes a list of all
licensing and certification programs completed by the offender.
2. Add that, to the extent funding is available, the Dept. of Public Safety and
Corrections shall issue a card to the offender that includes a list of all vocational
licensing and certification programs completed by the offender.
