CLERKS OF COURT.  Provides relative to the recordation of birth certificates of children
born to armed forces members. (8/1/20)
1	AN ACT
2 To amend and reenact R.S. 29:291, relative to military, naval, and veterans' affairs; to
3 provide relative to recordation of birth certificates of children born to armed forces
4 members; to provide relative to the fee for recordation of birth certificates; to provide
5 relative to remittance of birth certificates to the Louisiana Bureau of Vital Records
6 and Statistics; and to provide for related matters.
7 Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 29:291 is hereby amended and reenacted to read as follows:
9 ยง291.  Recordation of birth certificates of children born to armed forces members
10	The clerks of court of the several parishes and the register of conveyances of
11 the parish of Orleans shall maintain a special book to be provided by the parish in
12 which they shall record and alphabetically index, upon request, the birth certificate
13 of a child born outside the continental United States to any member of the armed
14 services of the United States of America whose parents were residents of Louisiana
15 at the time the child was born.  The fee for recording shall not exceed one dollar. It
16 shall not be necessary to retain the original certificate tendered for registration in the
17 archives of the office. The clerks of court shall remit birth certificates filed

1 pursuant to this Section to the Louisiana Bureau of Vital Records and Statistics.
2	A certified copy of the original birth record issued by proper registration
3 authority in the city or country of birth, containing the name of the parents, name of
4 child, race, place and date of birth and sex, shall be accepted in order to effect
5 registry.

Present law provides that the clerks of court of the several parishes and the register of
conveyances of the parish of Orleans shall maintain a special book to be provided by the
parish in which they shall record and alphabetically index, upon request, the birth certificate
of a child born outside the continental United States to any member of the armed forces of
the United States of America whose parents were residents of Louisiana at the time the child
was born. The fee for recording shall not exceed one dollar. It shall not be necessary to retain
the original certificate tendered for registration in the archives of the office.
Proposed law retains present law, but removes the fee for the cost for recording the
certificates pursuant to present law.
Proposed law provides that the clerks of court shall remit birth certificates filed pursuant to
this present law to the Louisiana Bureau of Vital Records and Statistics.
Present law provides that a certified copy of the original birth record issued by proper
registration authority in the city or country of birth, containing the name of the parents, name
of child, race, place and date of birth and sex, shall be accepted in order to effect registry.
Proposed law retains present law.
Effective August 1, 2020.
