[R.S. 1:13(B) and 24:177(E)] SB 386 Reengrossed 2020 Regular Session Allain Proposed law creates the Advisory Commission for Louisiana's Energy, Environment, and Restoration within the Department of Natural Resources (DNR) for the purpose of supporting programs designed to demonstrate to the general public the importance of the Louisiana oil and natural gas exploration, production, and service industry; encouraging the wise and efficient use of energy; promoting environmentally sound production methods and technologies; developing existing supplies of Louisiana's oil and natural gas resources; supporting research and educational activities concerning the oil and gas exploration and production industry; causing remediation of historical oilfield environmental problems; and having such other authority as provided by law. Proposed law requires that the commission be composed of the following members: (1)(a)One member appointed by the governor chosen from a list of three names submitted by the Louisiana Landowners Association board of directors. (b)One member appointed by the governor chosen from a list of three names submitted by the Louisiana Oil and Gas Association board of directors. (c)One member appointed by the governor chosen from a list of three names submitted by the Louisiana Mid-Continent Oil and Gas Association board of directors. (2)Two members appointed by the speaker of the House of Representatives chosen from a list of six names submitted by the Louisiana Oil and Gas Association board of directors. (3)Two members appointed by the president of the Senate chosen from a list of six names submitted by the Louisiana Mid-Continent Oil and Gas Association board of directors. Proposed law requires the commission to develop an operational plan and legislative recommendations for the 2021 Regular Session of the Legislature necessary to implement the operational plan by July 1, 2021. Proposed law requires that DNR and legislative staff assist the commission in developing the operational plan and legislative recommendations. Proposed law requires the operational plan of the commission and legislative recommendations to be presented to the Senate Committee on Natural Resources and the House Committee on Natural Resources and Environment no later than March 1, 2021. Effective upon signature of the governor or lapse of time for gubernatorial action.
