Present law requires a coastal use permit for any activity in the coastal area. Requires applications
to be made to the secretary of the Dept. of Natural Resources. Requires the secretary to ensure that
any activity in the coastal area is consistent with the state's master plan for integrated coastal
activities.
Present law provides for exceptions for certain activities that would otherwise require a coastal use
permit.
Proposed law exempts from the requirement for a coastal use permit those activities performed by
or at the direction of a levee district, a levee and drainage district, or a drainage district acting
pursuant to the authority granted by law including but not limited to construction or maintenance of
levees and water control structures including laterals associated with levees or water control
structures, spraying, dredging, and placement of spoil material for the normal maintenance of the
drainage channels and outfall canals for the purpose of maintaining drainage.
Effective August 1, 2020.
