2020 Regular Session ENROLLED SENATE BILL NO. 410 BY SENATOR BARROW 1 AN ACT 2 To amend and reenact R.S. 33:2740.67(B) and (C)(1), relative to Baton Rouge North 3 Economic Development District; to provide relative to the boundaries of the district; 4 and to provide for related matters. 5 Notice of intention to introduce this Act has been published. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 33:2740.67(B) and (C)(1) are hereby amended and reenacted to read 8 as follows: 9 ยง2740.67. Baton Rouge North Economic Development District 10 * * * 11 B. Boundaries. The district shall include the area within the following 12 boundaries: beginning at the intersection of North 22nd Street and Florida 13 Boulevard, east along Florida Boulevard to its intersection with North Sherwood 14 Forest Drive, then north along North Sherwood Forest Drive to its intersection with 15 Greenwell Springs Road, then southwest along Greenwell Springs Road to its 16 intersection with Joor Road, then north along Joor Road to its intersection with 17 Mickens Road, then west along Mickens Road to its intersection with Hooper Road, 18 then west along Hooper Road to its intersection with Harding Boulevard, continuing 19 west along Harding Boulevard to its intersection with Veterans Memorial Boulevard, 20 then north along Veterans Memorial Boulevard to its intersection with Rosenwald 21 Road, then west along Rosenwald Road to its intersection with Scenic Highway, then 22 south along Scenic Highway to its intersection with Shada Avenue, then west to the 23 Mississippi River levee, then south along the Mississippi River levee to Choctaw 24 Drive, then east along Choctaw Drive to its intersection with Scenic Highway, Page 1 of 3 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. Governance. (1) In order to provide for the orderly planning, development, 5 acquisition, construction, and effectuation of the services, improvements, and 6 facilities to be furnished by the district and to provide for the representation in the 7 affairs of the district of those persons and interests immediately concerned with and 8 affected by the purposes and development of the district, the district shall be 9 managed by a thirteen-member board of commissioners, referred to in this Section 10 as the "board". The board shall be comprised of members as follows: 11 (a) Two One members shall be appointed by the state representative for 12 House District No. 29, one of whom shall be a representative of the business 13 community. 14 (b) Two members shall be appointed by the state senator for Senate District 15 No. 15. 16 (c) One member with a background in economic development shall be 17 appointed by the mayor-president of the parish of East Baton Rouge. 18 (d) One member shall be appointed by the member or members of the 19 governing authority of the parish of East Baton Rouge who represent the district. 20 One member shall be appointed with community development background 21 located within the district to be selected by a subcommittee formed by the 22 board. 23 (e) One member shall be appointed by the owner of the largest parcel of land 24 located within the district. 25 (f) One member shall be appointed by the state representative for House 26 District No. 61. 27 (g) One member shall be appointed by the state representative for House 28 District No. 63. 29 (g)(h) One member shall be appointed by the state representative for House 30 District No. 67. SB NO. 410 ENROLLED 1 (h)(i) One member shall be appointed by the state representative for House 2 District No. 101. 3 (i)(j) One member shall be appointed by the state senator for Senate District 4 No. 14. 5 (j)(k) One urban designer or community developer accountant located 6 within the district to be selected by a subcommittee formed by the board. 7 (k)(l) One representative of a civic association located within the district to 8 be selected by a subcommittee formed by the board. 9 * * * 10 Section 2. This Act shall become effective upon signature by the governor or, if not 11 signed by the governor, upon expiration of the time for bills to become law without signature 12 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 13 vetoed by the governor and subsequently approved by the legislature, this Act shall become 14 effective on the day following such approval.
