BESE. Constitutional amendment to provide for the membership of one student on the State
Board of Elementary and Secondary Education. (2/3 - CA13s1(A))
1 A JOINT RESOLUTION
2 Proposing to amend Article VIII, Section 8(B) of the Constitution of Louisiana, relative to
3 the membership of certain constitutionally-created boards; to provide for student
4 membership on the State Board of Elementary and Secondary Education; and to
5 specify an election for submission of the proposition to electors and provide a ballot
6 proposition.
7 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members
8 elected to each house concurring, that there shall be submitted to the electors of the state, for
9 their approval or rejection in the manner provided by law, a proposal to amend Article VIII,
10 Section 8(B) of the Constitution of Louisiana, to read as follows:
11 ยง8. Boards; Membership; Compensation; Congressional District Member

13 (B) Student Membership. The legislature may provide for the membership
14 of one student on the boards created by Sections 3, 5, 6 and 7 of this Article. The
15 term of a student member shall not exceed one year, and no student member shall be
16 eligible to succeed himself. A student member shall have all of the privileges and
17 rights of other board members.

2 Section 2. Be it further resolved that this proposed amendment shall be submitted to
3 the electors of the state of Louisiana at the statewide election to be held on November 3,
4 2020.
5 Section 3. Be it further resolved that on the official ballot to be used at said election
6 there shall be printed a proposition, upon which the electors of the state shall be permitted
7 to vote YES or NO, to amend the Constitution of Louisiana, which proposition shall read as
8 follows:
9 Do you support an amendment to provide that the Louisiana legislature may
10 provide by law for the membership of one student on the State Board of
11 Elementary and Secondary Education?
