Proposed law provides that when letting contracts, solicitation specifications of the dept. of public
works shall require provisions granting preferential selection to concrete mix design utilizing
portland cement with a maximum clinker of 85%. Further provides that specifications must meet
engineering performance standards approved by the state.

Proposed law provides that the dept. of public works shall issue regulations for the implementation
of this Subsection which shall include but not be limited to establishing
guidelines to determine which contracts meet requirements, publishing purchasing guidelines on the
Dept. of Public Works website and providing monitoring implementation.
