DIGEST SB 509 Original 2020 Regular Session Bouie Present law provides for the transfer of certain schools in a district in academic crisis to the Recovery School District. Proposed law requires the legislative auditor to conduct a performance audit on every charter school in a school system that has had one or more schools transferred to the Recovery School District pursuant to R.S. 17:10.7, that was granted a charter between January 1, 2005, and January 1, 2020. The audit, at a minimum, shall identify and analyze the different and innovative teaching methods utilized in each school in the school system, the extent to which identified successful methods have been replicated in other schools, and the names of the schools which implemented such methods. Further requires the legislative auditor to submit a report of audit findings to the Senate and House committees on education by 9/30/2021. Proposed law prohibits the issuance of new charters in such a school system until the audits are performed and the required report submitted. Proposed law does not apply to the renewal of an existing charter that has a school performance letter grade of "D" or higher.
