1 AN ACT
2 To enact R.S. 17:3153 and 3351(M) and to repeal R.S. 17:2138, relative to public
3 postsecondary education; to grant postsecondary education management boards the
4 authority to set admission standards for the institutions under their supervision and
5 management; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 17:3153 and 3351(M) are hereby enacted to read as follows:
8 §3153. Admission standards; postsecondary education management board
9 authority
10 A. Notwithstanding the provisions of R.S. 17:3139.2 or any other law to
11 the contrary, each public postsecondary education management board shall
12 have the sole authority to establish and revise the admission standards for each
13 postsecondary educational institution under its supervision and management,
14 including the use of standardized test scores for admittance into an institution
15 and placement into college-level courses.

2 M.(1) Establish admission standards for each institution under its
3 supervision and management.
4 (2) By January 1, 2021, each board shall adopt admission standards for
5 each institution under its supervision and management. The admission
6 standards shall seek to ensure student access and success and fulfill the mission
7 of the institution.
8 Section 2. R.S. 17:2138 is hereby repealed.
9 Section 3. This Act shall become effective upon signature by the governor or, if not
10 signed by the governor, upon expiration of the time for bills to become law without signature
11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
12 vetoed by the governor and subsequently approved by the legislature, this Act shall become
13 effective on the day following such approval.
