SLS 20RS-588 ORIGINAL 2020 Regular Session SENATE CONCURRENT RESOL UTION NO. 10 BY SENATOR FOIL HOMELAND SECURITY. Establishes and provides for the Louisiana Cyber Investigators Alliance. 1 A CONCURRENT RESOL UTION 2 To establish and recognize a coordinated and unified body of information technology and 3 security professionals from branches of federal, state, and local government, to be 4 known as the "Louisiana Cyber Investigators Alliance", to conduct cyber threat 5 response activities, provide cyber intelligence support, and standardize evidence 6 preservation procedures under the guidance of the Louisiana State Police. 7 WHEREAS, the state of Louisiana experienced several cyber-attacks on both public 8 and private entities in 2019; and 9 WHEREAS, these cyber-attacks required response efforts by personnel employed 10 by Louisiana State Police, the division of administration, the Louisiana Military Department, 11 various local law enforcement agencies, private sector partners, and institutions of 12 higher-education, with assistance from the Federal Bureau of Investigation and the United 13 States Secret Service; and 14 WHEREAS, the response efforts were informally coordinated by the Louisiana State 15 Analytical and Fusion Exchange, but given the time sensitive nature of the response and 16 geographic distance between targeted victims, the response teams struggled to standardize 17 procedures for evidence collection, analysis, and communication, and this lack of uniformity 18 created unnecessary inefficiencies; and Page 1 of 4 SCR NO. 10 SLS 20RS-588 ORIGINAL 1 WHEREAS, the Louisiana State Analytical and Fusion Exchange anticipates that the 2 state of Louisiana will continue to experience cyber attacks in the future; and 3 WHEREAS, the Louisiana State Analytical and Fusion Exchange recommends the 4 creation of the "Louisiana Cyber Investigators Alliance," to be an unified and coordinated 5 group of federal, state, and local law enforcement, as well as ESF-17 members, focused on 6 safeguarding Louisiana's networks through collaborative vigilance and thorough 7 investigations. 8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 9 establish the Louisiana Cyber Investigators Alliance and its administrative governing body 10 which shall be comprised of the following individuals, or their designees: 11 (1) The superintendent of Louisiana State Police. 12 (2) The director of the Louisiana State Analytical Fusion Exchange. 13 (3) The executive director of the Governor's Office of Homeland Security and 14 Emergency Preparedness. 15 (4) The chief information security officer, Office of Technology Services, Division 16 of Administration. 17 (5) The Louisiana attorney general. 18 (6) The special agent in charge of the New Orleans field office of the Federal Bureau 19 of Investigation. 20 (7) The special agent in charge of the New Orleans field office of the United States 21 Secret Service. 22 (8) The officer in charge of the Baton Rouge office of the United States Department 23 of Homeland Security. 24 (9) The adjutant general of the Louisiana Army National Guard. 25 BE IT FURTHER RESOLVED that, in an uniform manner, the Louisiana Cyber 26 Investigators Alliance will conduct the following two cybersecurity activities: 27 (1) Intelligence Support: generating tactical and strategic intelligence that allows for 28 the identification of threats. 29 (2) Threat Response: standardized investigative, forensic, and analytical actions of 30 cyber evidence for criminal prosecution. Page 2 of 4 SCR NO. 10 SLS 20RS-588 ORIGINAL 1 BE IT FURTHER RESOLVED that the Louisiana Cyber Investigators Alliance will 2 be housed on the Louisiana State Police compound in a space designed to foster intelligence 3 sharing with a dedicated digital forensics investigations lab and necessary network 4 connections for all Louisiana Cyber Investigators Alliance members and any surge force 5 required for statewide emergencies. 6 BE IT FURTHER RESOLVED that the superintendent of Louisiana State Police and 7 the director of the Louisiana State Analytical Fusion Exchange shall be jointly responsible 8 for designating, delegating, and managing the duties of the Louisiana Cyber Investigators 9 Alliance and shall convene its first administrative governing body meeting no later than 10 October 1, 2020, at which time the Louisiana Cyber Investigators Alliance administrative 11 governing body shall adopt rules of procedure, a planning schedule, and any additional 12 measures that it deems necessary for the timely performance of its duties, including selection 13 of officers and public outreach for additional prospective members. 14 BE IT FURTHER RESOLVED that the members of Louisiana Cyber Investigators 15 Alliance shall serve without compensation, except per diem or expense reimbursement to 16 which they may be individually entitled to as members of the constituent organizations. 17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 18 Louisiana State Police, the Louisiana State Analytical Fusion Exchange, the Governor's 19 Office of Homeland Security and Emergency Preparedness, the division of administration, 20 the attorney general, the New Orleans Field Office of the Federal Bureau of Investigation, 21 the New Orleans Field Office of the United States Secret Service, the Baton Rouge Office 22 of the United States Department of Homeland Security, and the Louisiana National Guard.
