Louisiana Senate Bill SCR10 Enrolled / Bill

                    2020 Regular Session	ENROLLED
SENATE CONCURRENT RESOL UTION NO. 10
BY SENATOR FOIL
A CONCURRENT RESOL UTION
To establish and recognize a coordinated and unified body of information technology and
security professionals from branches of federal, state, and local government, to be
known as the "Louisiana Cyber Investigators Alliance", to conduct cyber threat
response activities, provide cyber intelligence support, and standardize evidence
preservation procedures under the guidance of the Louisiana State Police.
WHEREAS, the state of Louisiana experienced several cyber-attacks on both public
and private entities in 2019; and
WHEREAS, these cyber-attacks required response efforts by personnel employed
by Louisiana State Police, the division of administration, the Louisiana Military Department,
various local law enforcement agencies, private sector partners, and institutions of higher
education, with assistance from the Federal Bureau of Investigation and the United States
Secret Service; and
WHEREAS, the response efforts were informally coordinated by the Louisiana State
Analytical and Fusion Exchange, but given the time sensitive nature of the response and
geographic distance between targeted victims, the response teams struggled to standardize
procedures for evidence collection, analysis, and communication, and this lack of uniformity
created unnecessary inefficiencies; and
WHEREAS, the Louisiana State Analytical and Fusion Exchange anticipates that the
state of Louisiana will continue to experience cyber-attacks in the future; and
WHEREAS, the Louisiana State Analytical and Fusion Exchange recommends the
creation of the "Louisiana Cyber Investigators Alliance", to be a unified and coordinated
group of federal, state, and local law enforcement, as well as ESF-17 members, focused on
safeguarding Louisiana's networks through collaborative vigilance and thorough
investigations.
