RÉSUMÉ DIGEST SCR 10 2020 Regular Session Foil Establishes the La. Cyber Investigators Alliance and its administrative governing body comprised of the following individuals, or their designees: (1)The superintendent of La. State Police. (2)The director of the La. State Analytical Fusion Exchange. (3)The executive director of the Governor's Office of Homeland Security and Emergency Preparedness. (4)The chief information security officer, office of technology services, Division of Administration. (5)The attorney general. (6)The special agent in charge of the New Orleans field office of the FBI. (7)The special agent in charge of the New Orleans field office of the U.S. Secret Service. (8)The officer in charge of the Baton Rouge office of the U. S. Department of Homeland Security. (9)The adjutant general of the La. Army National Guard. Provides that, in an uniform manner, the alliance will conduct the following two cybersecurity activities: (1)Intelligence Support: generating tactical and strategic intelligence that allows for the identification of threats. (2)Threat Response: standardized investigative, forensic, and analytical actions of cyber evidence for criminal prosecution. Provides that the alliance will be housed on the La. State Police compound in a space designed to foster intelligence sharing with a dedicated digital forensics investigations lab and necessary network connections for all alliance members and any surge force required for statewide emergencies. Provides that the superintendent of La. State Police and the director of the La. State Analytical Fusion Exchange will be jointly responsible for designating, delegating, and managing the duties of the alliance. Provides that they shall convene the first administrative governing body meeting no later than October 1, 2020, at which time the alliance's administrative governing body shall adopt rules of procedure, a planning schedule, and any additional measures that it deems necessary for the timely performance of its duties, including selection of officers and public outreach for additional prospective members. Provides that members of the alliance shall serve without compensation, except per diem or expense reimbursement to which they may be individually entitled to as members of the constituent organizations.
