COMMENDATIONS. Commends and congratulates Airline High School senior Bhavani
Tivakaran upon being selected as the 2019 Governor of Louisiana Girls State and to
recognize her extraordinary accomplishments.
1 A CONCURRENT RESOL UTION
2 To commend and congratulate Airline High School senior Bhavani Tivakaran upon being
3 selected as the 2019 Governor of Louisiana Girls State and to recognize her
4 extraordinary accomplishments.
5 WHEREAS, it is with great pride that the state of Louisiana recognizes the energy,
6 intelligence, and achievements of Bhavani Tivakaran, a dynamic young student who has
7 demonstrated excellence in academic achievement, leadership ability, community service,
8 good character, and citizenship; and
9 WHEREAS, Bhavani Tivakaran was elected by her peers as the 2019 Governor of
10 Louisiana Girls State during its annual program held June 23-29 of that year; and
11 WHEREAS, more than four hundred young women from throughout the Bayou State
12 converged on the campus of Northwestern State University in Natchitoches during the last
13 week of June to participate in the American Legion Auxiliary Girls State, a nonpartisan
14 program that teaches responsible citizenship and love of country; and
15 WHEREAS, at Louisiana Girls State, participants learn that every voice has value
16 and that every woman needs to use her voice; they campaign in mock party elections to
17 become mayors, parish officials, and state officials; assume the roles of governmental
18 leaders, and gain firsthand knowledge in the mechanics of government at all levels and in

1 the civil responsibilities of citizenship; and
2 WHEREAS, at Louisiana Girls State, program activities included governmental
3 briefings, legislative sessions, campaigning, party rallies and conventions, debate, and
4 elections; and
5 WHEREAS, Bhavani Tivakaran is a senior at Airline High School in Shreveport,
6 Louisiana, with numerous honors to her credit for scholarly endeavors and extracurricular
7 activities; and
8 WHEREAS, an active member of the Airline High School Debate Team, Bhavani
9 has received high marks in numerous competitions and has placed first in Advanced Policy
10 Debate; and
11 WHEREAS, she earned a perfect score on the English II portion of the LEAP 2025
12 exam; and
13 WHEREAS, Bhavani has strived for academic excellence since elementary school;
14 she was the Bossier Parish Middle School Student of the Year as an eighth-grader at
15 Greenacres Middle School; and
16 WHEREAS, Bhavani has always been an extraordinary, well-rounded student who
17 was involved with Student Council, 4-H, the Suzuki Chamber Orchestra, the district
18 MathCounts Team, the Talented Arts Program, and a spelling bee champion; and
19 WHEREAS, Bhavani is proud of her rich cultural heritage and volunteers at the
20 Indian Association of Shreveport & Bossier; and
21 WHEREAS, Bhavani Tivakaran is a talented scholar and capable citizen with a
22 maturity of mind who demonstrates a commitment to excellence that is truly commendable,
23 and who is most deserving of selection as the 2019 Governor of Louisiana Girls State.
24 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
25 commend and congratulate Bhavani Tivakaran upon being selected as the 2019 Governor
26 of Louisiana Girls State and is hereby recognized for her contributions to the betterment of
27 her school, community, and state.
28 BE IT FURTHER RESOLVED that best wishes are hereby extended to Bhavani
29 Tivakaran in enduring appreciation for the tremendous pride and honor that she brings to her
30 family, friends, the citizens of Bossier City, and the state of Louisiana.

1 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
2 Bhavani Tivakaran.
