SENATE CONCURRENT RESOL UTION NO. 12

A CONCURRENT RESOL UTION
To commend and congratulate Airline High School senior Bhavani Tivakaran upon being
selected as the 2019 Governor of Louisiana Girls State and to recognize her
extraordinary accomplishments.
WHEREAS, it is with great pride that the state of Louisiana recognizes the energy,
intelligence, and achievements of Bhavani Tivakaran, a dynamic young student who has
demonstrated excellence in academic achievement, leadership ability, community service,
good character, and citizenship; and
WHEREAS, Bhavani Tivakaran was elected by her peers as the 2019 Governor of
Louisiana Girls State during its annual program held June 23-29 of that year; and
WHEREAS, more than four hundred young women from throughout the Bayou State
converged on the campus of Northwestern State University in Natchitoches during the last
week of June to participate in the American Legion Auxiliary Girls State, a nonpartisan
program that teaches responsible citizenship and love of country; and
WHEREAS, at Louisiana Girls State, participants learn that every voice has value
and that every woman needs to use her voice; they campaign in mock party elections to
become mayors, parish officials, and state officials; assume the roles of governmental
leaders, and gain firsthand knowledge in the mechanics of government at all levels and in
the civil responsibilities of citizenship; and
WHEREAS, at Louisiana Girls State, program activities included governmental
briefings, legislative sessions, campaigning, party rallies and conventions, debate, and
elections; and
WHEREAS, Bhavani Tivakaran is a senior at Airline High School in Shreveport,
Louisiana, with numerous honors to her credit for scholarly endeavors and extracurricular
activities; and

WHEREAS, an active member of the Airline High School Debate Team, Bhavani
has received high marks in numerous competitions and has placed first in Advanced Policy
Debate; and
WHEREAS, she earned a perfect score on the English II portion of the LEAP 2025
exam; and
WHEREAS, Bhavani has strived for academic excellence since elementary school;
she was the Bossier Parish Middle School Student of the Year as an eighth-grader at
Greenacres Middle School; and
WHEREAS, Bhavani has always been an extraordinary, well-rounded student who
was involved with Student Council, 4-H, the Suzuki Chamber Orchestra, the district
MathCounts Team, the Talented Arts Program, and a spelling bee champion; and
WHEREAS, Bhavani is proud of her rich cultural heritage and volunteers at the
Indian Association of Shreveport & Bossier; and
WHEREAS, Bhavani Tivakaran is a talented scholar and capable citizen with a
maturity of mind who demonstrates a commitment to excellence that is truly commendable,
and who is most deserving of selection as the 2019 Governor of Louisiana Girls State.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend and congratulate Bhavani Tivakaran upon being selected as the 2019 Governor
of Louisiana Girls State and is hereby recognized for her contributions to the betterment of
her school, community, and state.
BE IT FURTHER RESOLVED that best wishes are hereby extended to Bhavani
Tivakaran in enduring appreciation for the tremendous pride and honor that she brings to her
family, friends, the citizens of Bossier City, and the state of Louisiana.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Bhavani Tivakaran.
