SLS 20RS-769 ORIGINAL 2020 Regular Session SENATE CONCURRENT RESOL UTION NO. 27 BY SENATOR HENRY LEGIS POWERS/FUNCTIONS. Requests a joint study of the ability of members of the legislature to vote by video or other electronic means. 1 A CONCURRENT RESOL UTION 2 To urge and request the Senate and Governmental Affairs Committee and the House and 3 Governmental Affairs Committee to jointly study the ability of members of the 4 legislature to vote by video or other electronic means. 5 WHEREAS, the members of the Legislature of Louisiana strive to serve the citizens 6 of the state to the fullest extent of their abilities wherever they are; and 7 WHEREAS, technological advancements have created a greater degree of 8 connectivity and accessibility than at any other time in the history of the institution; and 9 WHEREAS, it is imperative that the legislature adapt to utilize the most practical 10 resources as they become available; and 11 WHEREAS, extenuating circumstances such as a natural disaster or pandemic may 12 make access to the State Capitol impractical or impossible; and 13 WHEREAS, the functionality of the legislature must continue in order to accomplish 14 the essential business of the state and its constitutional requirements, regardless of certain 15 physical limitations. 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17 urge and request the Senate and Governmental Affairs Committee and House and 18 Governmental Affairs Committee to meet and function as a joint committee to study the Page 1 of 2 SCR NO. 27 SLS 20RS-769 ORIGINAL 1 ability of members of the legislature to vote by video or other electronic means. 2 BE IT FURTHER RESOLVED that the joint committee shall solicit the input, 3 recommendations, and advice of the following: 4 (1) The president of the Senate, or his designee. 5 (2) The speaker of the House of Representatives, or his designee. 6 (3) The secretary of the Senate. 7 (4) The clerk of the House of Representatives. 8 (5) The chief information officer of the office of technology services, or his designee. 9 (6) The secretary of state, or his designee. 10 (7) Any other individual with expertise deemed relevant by the committee. 11 BE IT FURTHER RESOLVED that for purposes of this study the committee shall 12 have all powers otherwise provided by law and by rule of the respective houses, individual 13 and jointly, as well as all powers inherent in legislative committees and that the legislative 14 members thereof shall receive the per diem and mileage provided for committees by the 15 rules of the respective house. 16 BE IT FURTHER RESOLVED that the committee shall make a written report of its 17 findings to the legislature prior to the 2021 Regular Session, together with any specific 18 proposals for legislation.
