Requests the State Board of Elementary and Secondary Education to create a task force to develop and oversee continuous learning outside of normal practices. 1 A CONCURRENT RESOL UTION 2 To urge and request the State Board of Elementary and Secondary Education to create a 3 continuous learning task force to assist the state Department of Education in 4 developing guidance for Louisiana educators to meet the immediate need of 5 supporting learning outside of our normal practices. 6 WHEREAS, the response to the COVID-19 pandemic necessitated the closing of 7 school buildings across the state; and 8 WHEREAS, such closure has left school leaders and school teachers seeking 9 additional avenues to best meet the learning needs of all students in new ways; and 10 WHEREAS, local leaders have to make many decisions tailored to the unique needs 11 of their student population, staff, and resources; and 12 WHEREAS, directives from the state may not be flexible enough to allow local 13 leaders to adequately address all of the needs of their community, but solid guidance with 14 a consistent framework of expectations from the state may open opportunities and foster 15 partnerships previously overlooked; and 16 WHEREAS, other states, such as Kansas, have, in a very short period, seen success 17 from bringing together various stakeholders and forming a task force to share expertise and 18 insight to help envision methods to ensure continuous learning in these unprecedented times; Page 1 of 3 SCR NO. 63 SLS 20RS-1419 ORIGINAL 1 and 2 WHEREAS, many of Louisiana's students were already struggling to achieve 3 academic success; and 4 WHEREAS, all of our students deserve to be provided educational resources now 5 to ensure they are successful in their studies, even while this pandemic persists. 6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 7 urge and request the State Board of Elementary and Secondary Education to create a 8 continuous learning task force to assist the state Department of Education in developing 9 guidance for Louisiana educators to meet the immediate need of supporting learning outside 10 of our normal practices. 11 BE IT FURTHER RESOLVED that the membership of the early learning task force 12 shall include an appointee by the governor; a member of the Louisiana Senate, appointed by 13 the Senate president; a member of the Louisiana House of Representatives, appointed by the 14 speaker; the state superintendent of education; a member of the Board of Elementary and 15 Secondary Education, appointed by the president of the State Board of Elementary and 16 Secondary Education; a designee of the Louisiana School Boards Association; a designee 17 of the Louisiana Public Charter School Association; a designee of the Associated 18 Professional Educators of Louisiana; a designee of the Louisiana Association of Educators; 19 a designee of the Louisiana Federation of Teachers; a designee of the Council for a Better 20 Louisiana; a designee of the Louisiana Association of Business and Industry; a designee of 21 the Public Affairs Research Council of Louisiana; a local school superintendent of a school 22 district with a student population in excess of ten thousand students and a local school 23 superintendent of a school district with a student population of less than ten thousand 24 students, each designated by the Louisiana Association of School Superintendents; a 25 designee of the Louisiana Principals Association; and two parents of public school children, 26 one of whom shall be the parent of a child who is designated in need of special education 27 services, selected by the Board of Elementary Education from nominees of the individual 28 members of the Board. 29 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 30 president of the State Board of Elementary and Secondary Education and the state Page 2 of 3 SCR NO. 63 SLS 20RS-1419 ORIGINAL 1 superintendent of education.
