2020 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 67 BY SENATOR FOIL A CONCURRENT RESOL UTION To urge and request that local governmental subdivisions, when setting manufactured home elevation requirements for the purposes of freeboard, take into account that the top of the chassis may be accepted as the finished floor elevation as long as the bottom of the chassis is elevated to the base elevation requirement. WHEREAS, jurisdictions in Louisiana voluntarily participate in the National Flood Insurance Program (NFIP) so that their citizens may purchase flood insurance and local adopting authorities may choose to adopt freeboard in order to better protect their citizens; and WHEREAS, when jurisdictions adopt freeboard, it is voluntary and above the minimum requirements of the NFIP; and WHEREAS, these additional requirements can create a hardship for those citizens installing manufactured homes when the finished floor elevation is measured from the bottom of the chassis; and WHEREAS, freeboard is a best practice and not a minimum requirement. THEREFORE, BE IT RESOLVED by the Legislature of Louisiana that local governmental subdivisions are hereby urged and requested, when adopting manufactured home elevation requirements for the purposes of freeboard, to take into account that the top of the chassis may be accepted as the finished floor elevation as long as the bottom of the chassis is elevated to the base elevation requirement. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the Louisiana Municipal Association and the Police Jury Association of Louisiana for distribution to their membership.
