SENATE RESOLUTION NO. 25

A RESOLUTION
To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
death of Larry Olen Goins.
WHEREAS, it is with deep regret and profound sorrow that the members of the
Senate of the Legislature of Louisiana have learned of the death of Larry Olen Goins, age
eighty-three, of Leesville, Louisiana, on March 27, 2020; and
WHEREAS, the eldest son of Milton and Elsie Lowery Goins, Larry was a lifelong
resident of Leesville; and
WHEREAS, growing up he had many adventures with his brothers, Don and James,
held many jobs including working at the family business, 171 City Services Gas Station,
mowing lawns for many neighbors, and spending many hours with his friends in the Cub
Scouts and Boy Scouts; and
WHEREAS, Larry was a proud Wampus Cat, a 1954 graduate of Leesville High
School (LHS), and an all-district member of the basketball and track teams; and
WHEREAS, he was always supporting LHS, an organizer of the Wampus Cat Club
of which he served as president; a Century Club member of the LHS alumni association of
which he served as president for two terms and was selected as Alumnus of the Year;
helping to organize the LHS Band Parents Association of which he served as president for
two terms; he worked tirelessly to raise funds for these organizations; and for over fifty
years, he had his seats in Wampus Cat Stadium on the fifty yard line and could be "heard"
on Friday nights cheering on the Wampus Cats; and
WHEREAS, Larry attended Centenary College where he was a member of the
Centenary College Choir and later served in the National Guard; and
WHEREAS, he was employed by the United States Postal Service for forty years
which assigned him to Lufkin, Texas, where he met his love of fifty-nine years, Velma
Baker Goins; and

WHEREAS, everyone who knew him knows that he was at the window of the post
office and greeted everyone with a smile, and he always had a joke or a story for them; and
WHEREAS, over the years, Larry was involved in many other organizations
including being a fifty-year member and past Master of the Leesville Masonic Lodge #240,
Shriner's, Boy Scout Leader, and Little League baseball coach; and
WHEREAS, he loved God, his family, and his church; he was a longtime member
of East Leesville Baptist Church where he served as music director for seventeen years
during which time, the ELBC Choir would join with the Centenary College Choir in
performing at the Hodges Gardens Easter Sunrise Service; and
WHEREAS, after his retirement, Larry spent countless hours with the "ROMEOS"
eating breakfast at various restaurants around town as he enjoyed telling tales of Leesville
history with his friends; and
WHEREAS, he was very proud of his family and enjoyed spending time with them;
as a dad, he was always involved in projects for his children; as a pawpaw, he couldn't have
been prouder as he loved cheering on his grandsons in any endeavor from tee-ball to varsity
football or baseball to theatre or academics and was their biggest fan; and he loved his
granddaughters and enjoyed all of the time he got to spend with them; and
WHEREAS, he was preceded in death by his parents, Milton and Elsie Goins, and
his brother, Don Goins; and 
WHEREAS, Larry is survived by his wife, Velma Baker Goins; daughter, Renita
Goins Page (Paul); sons, John Milton Goins and Kenneth Olen Goins (Trisha);
grandchildren, Justin Casey Goins, Clinton Matthew Goins (Allie), Matthew Thomas Davis
(Laura), Ashley Patricia Goins and Addison Mackenzie Goins; brother, James Goins (Jean);
sister-in-law, Sarah Goins, and a host of nieces and nephews; and
WHEREAS, Larry was respected and loved; upon his death, the world lost a unique
individual who left an indelible mark and huge void for family, friends, community, and all
those who had the privilege to have known him; and
WHEREAS, the strength of our communities and the overall vitality of American
society depend, in great measure, upon the dedication of men like Larry Olen Goins who use
their talents and resources to leave a legacy to benefit future generations.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby acknowledge the remarkable life and accomplishments of Larry Olen Goins and
extends sincere condolences to his family upon the occasion of his death.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Velma Baker Goins.
