SENATE RESOLUTION NO. 29
BY SENATOR JOHNS 
CONDOLENCES.  Expresses condolences upon the death of Wilmot Sandlin "Sandy"
McCain.
1	A RESOLUTION
2 To express the sincere condolences of the Senate of the Legislature of Louisiana upon the
3 death of Wilmot Sandlin "Sandy" McCain.
4 WHEREAS, it is with deep regret and profound sorrow that the members of the
5 Senate have learned of the passing of Wilmot Sandlin "Sandy" McCain, at age sixty-seven,
6 on April 20, 2020; and 
7 WHEREAS, he was born on July 23, 1952, in Natchitoches, Louisiana, to Judge
8 W.T. "Brandy" McCain and Erin Sandlin McCain; and 
9 WHEREAS, Sandy was an Eagle Scout and graduated with a bachelor of science
10 degree from Northwestern State University in 1977; and
11 WHEREAS, he worked in the private sector following graduation until 1996, when
12 he accepted the position of Administrative Director at Work Training Facility North; and 
13 WHEREAS, he was promoted to Deputy Warden at J. Levy Dabadie Correctional
14 Center in 2002 and was later promoted to Warden at J. Levy Dabadie Correctional Center
15 until its closure in 2012; and
16 WHEREAS, Sandy then accepted the role of Assistant Warden at Raymond Laborde
17 Correctional Center; in 2014, he was promoted to Warden at B. B. Rayburn Correctional
18 Center in Angie, Louisiana; and in 2016, he returned to Raymond Laborde Correctional

1 Center as Warden and served there until his recent retirement; and
2 WHEREAS, Sandy was a Lifetime Ambassador for the United States Jaycees; and
3 WHEREAS, he was instantly respected by all who had the good fortune to meet him
4 and those who had the opportunity to work closely with him, for his work ethic and
5 commitment to the Department of Corrections; and
6 WHEREAS, he was also a man with strong faith, having served as a deacon at New
7 Prospect Baptist Church where he was a member for thirty-six years; and
8 WHEREAS, he was preceded in death by his parents and a brother W.T. McCain Jr.;
9 and
10 WHEREAS, Sandy lived with a loving commitment to his family and leaves to
11 cherish his memory his wife of forty-three years, Diane Pittman McCain; sons, Justin and
12 wife Lauren, and Jeremy and wife Katrina; brothers Jay McCain (Suzanne), Joe McCain
13 (Stacy); sisters Linnie Lee (Robert), Emily Jo Vallee, Misi Andrews, Laura Moody (Ken),
14 Bebe Turner (Gerry), and Cora McCain; seven beloved grandchildren, Tucker, Piper,
15 Aniston, Aliyah, Finley, Judson, and Emerson, as well as many nieces, nephews, and
16 cousins; and
17 WHEREAS, with the death of Sandy McCain, Louisiana has lost one of her finest
18 sons, an individual who was widely respected and admired for his work ethic and integrity;
19 and
20 WHEREAS, although the death of Sandy McCain has left a tremendous void in his
21 community, his memory shall live forever in the minds and hearts of all who were blessed
22 to know and love him.
23 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
24 does hereby express sincere condolences upon the death of Wilmot Sandlin "Sandy"
25 McCain, acknowledge his singular contributions and outstanding achievements, and extend
26 enduring appreciation for the pride and honor that he will forever bring to his family, his
27 community, and to the state of Louisiana.
28 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Diane
29 Pittman McCain.
