2020 Regular Session ENROLLED SENATE RESOLUTION NO. 29 BY SENATOR JOHNS A RESOLUTION To express the sincere condolences of the Senate of the Legislature of Louisiana upon the death of Wilmot Sandlin "Sandy" McCain. WHEREAS, it is with deep regret and profound sorrow that the members of the Senate have learned of the passing of Wilmot Sandlin "Sandy" McCain, at age sixty-seven, on April 20, 2020; and WHEREAS, he was born on July 23, 1952, in Natchitoches, Louisiana, to Judge W.T. "Brandy" McCain and Erin Sandlin McCain; and WHEREAS, Sandy was an Eagle Scout and graduated with a bachelor of science degree from Northwestern State University in 1977; and WHEREAS, he worked in the private sector following graduation until 1996, when he accepted the position of Administrative Director at Work Training Facility North; and WHEREAS, he was promoted to Deputy Warden at J. Levy Dabadie Correctional Center in 2002 and was later promoted to Warden at J. Levy Dabadie Correctional Center until its closure in 2012; and WHEREAS, Sandy then accepted the role of Assistant Warden at Raymond Laborde Correctional Center; in 2014, he was promoted to Warden at B. B. Rayburn Correctional Center in Angie, Louisiana; and in 2016, he returned to Raymond Laborde Correctional Center as Warden and served there until his recent retirement; and WHEREAS, Sandy was a Lifetime Ambassador for the United States Jaycees; and WHEREAS, he was instantly respected by all who had the good fortune to meet him and those who had the opportunity to work closely with him, for his work ethic and commitment to the Department of Corrections; and WHEREAS, he was also a man with strong faith, having served as a deacon at New Prospect Baptist Church where he was a member for thirty-six years; and Page 1 of 2 SR NO. 29 ENROLLED WHEREAS, he was preceded in death by his parents and a brother W.T. McCain Jr.; and WHEREAS, Sandy lived with a loving commitment to his family and leaves to cherish his memory with his wife of forty-three years, Diane Pittman McCain; sons, Justin and wife Lauren, and Jeremy and wife Katrina; brothers Jay McCain (Suzanne), Joe McCain (Stacy); sisters Linnie Lee (Robert), Emily Jo Vallee, Misi Andrews, Laura Moody (Ken), Bebe Turner (Gerry), and Cora McCain; seven beloved grandchildren, Tucker, Piper, Aniston, Aliyah, Finley, Judson, and Emerson, as well as many nieces, nephews, and cousins; and WHEREAS, with the death of Sandy McCain, Louisiana has lost one of her finest sons, an individual who was widely respected and admired for his work ethic and integrity; and WHEREAS, although the death of Sandy McCain has left a tremendous void in his community, his memory shall live forever in the minds and hearts of all who were blessed to know and love him. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby express sincere condolences upon the death of Wilmot Sandlin "Sandy" McCain, acknowledge his contributions and outstanding achievements, and extend enduring appreciation for the pride and honor that he will forever bring to his family, his community, and to the state of Louisiana.
