SENATE RESOLUTION NO. 56
BY SENATOR WHITE 
SENATE.  Directs the executive branch agencies under jurisdictional oversight of the Senate
Committee on Finance to continue to submit statutorily mandated reports until such time as
the mandate is specifically amended or repealed.
1	A RESOLUTION
2 To direct the executive branch agencies under the jurisdictional oversight of the Senate
3 Committee on Finance to continue to submit statutorily mandated reports until such
4 time as the mandate is specifically amended or repealed.
5 WHEREAS, R.S. 49:1401(A) provides that a legislative mandate to produce any
6 report required of an executive branch agency first occurring on or after July 1, 2018, shall
7 expire on the July first following the fifth regular session after the mandate was approved
8 by the legislature; and
9 WHEREAS, R.S. 49:1401(B) provides that a legislative mandate to produce any
10 report required of an executive branch agency first occurring on or before June 30, 2018,
11 shall expire on the July first following June 30, 2019, in the earliest year that is a multiple
12 of five years after the mandate was initially approved by the legislature; and
13 WHEREAS, R.S. 49:1401(C) provides that the standing committees having
14 jurisdiction over the agency tasked with producing the report may extend the mandate for
15 an additional five years by an affirmative vote of the majority of each committee at any time
16 before July first on which the mandate is set to expire; and
17 WHEREAS, the Senate Committee on Finance hereby gives notice to the Department
18 of State Civil Service, the Department of Economic Development, the Department of

1 Culture, Recreation and Tourism, the Department of Environmental Quality, the Louisiana
2 Department of Health, the Louisiana Workforce Commission, the Department of Natural
3 Resources, the Department of Public Safety and Corrections, the Department of Revenue,
4 the Department of Children and Family Services, the Department of Transportation and
5 Development, the Department of Wildlife and Fisheries, the Department of Agriculture and
6 Forestry, the Department of Education, the Department of Insurance, the Department of
7 Justice, the Department of Public Service, the Department of State, the Department of the
8 Treasury, the Department of Veterans Affairs, and every agency or commission statutorily
9 created within each of the departments that, by the member's authorship of and affirmative
10 votes to adopt this Resolution, the provisions of R.S. 49:1401(C) governing the extension
11 of all mandates have been satisfied prior to July first, extending the mandates for a continued
12 five years of mandatory reporting; and
13 WHEREAS, it is further the direction and will of the committees that the Department
14 of State Civil Service, the Department of Economic Development, the Department of
15 Culture, Recreation and Tourism, the Department of Environmental Quality, the Louisiana
16 Department of Health, the Louisiana Workforce Commission, the Department of Natural
17 Resources, the Department of Public Safety and Corrections, the Department of Revenue,
18 the Department of Children and Family Services, the Department of Transportation and
19 Development, the Department of Wildlife and Fisheries, the Department of Agriculture and
20 Forestry, the Department of Education, the Department of Insurance, the Department of
21 Justice, the Department of Public Service, the Department of State, the Department of the
22 Treasury, the Department of Veterans Affairs, and every agency or commission statutorily
23 created within each of the departments shall continue to submit all statutorily mandated
24 reports until such time as the mandate is specifically amended or repealed. 
25 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
26 does hereby direct the executive branch agencies who are statutorily required to submit
27 reports to the Senate Committee on Finance or are under jurisdictional oversight of the
28 Senate Committee on Finance to continue to submit statutorily mandated reports until such
29 time as the mandate is specifically amended or repealed.
30 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the

1 director of the Department of State Civil Service, the secretary of the Department of
2 Economic Development, the lieutenant governor of the Department of Culture, Recreation
3 and Tourism, the secretary of the Department of Environmental Quality, the secretary of the
4 Louisiana Department of Health, the secretary of the Louisiana Workforce Commission, the
5 secretary of the Department of Natural Resources, the secretary of the Department of Public
6 Safety and Corrections, the secretary of the Department of Revenue, the secretary of the
7 Department of Children and Family Services, the secretary of the Department of
8 Transportation and Development, the secretary of the Department of Wildlife and Fisheries,
9 the commissioner of the Department of Agriculture and Forestry, the superintendent of
10 education of the Department of Education, the commissioner of the Department of
11 Insurance, the attorney general of the Department of Justice, the executive secretary of the
12 Department of Public Service, the secretary of state of the Department of State, the state
13 treasurer of the Department of the Treasury, and the secretary of the Department of Veterans
14 Affairs.

Pursuant to the requirement set forth in R.S. 49:1401(C), the Senate Committee on Finance
gives notice to the departments of the state, and every agency or commission statutorily
created within each of those departments, that they are extending the mandate for statutorily
provided reporting for an additional five years. 
Directs every department and every agency or commission statutorily created within each
of those departments to continue to submit all statutorily mandated reports until such time
as the mandate is specifically amended or repealed.
