SENATE RESOLUTION NO. 8
BY SENATOR BOUDREAUX 
A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana upon the passing of Roy Edward Brown.
WHEREAS, Roy Brown was born December 28, 1940, to the late Lucien Brown Jr.
and Rosa Bell Brown from Broussard, Louisiana; and
WHEREAS, he graduated from Paul Breaux High School in Lafayette and Southern
University in Baton Rouge where he played college football, received a Bachelor of Arts,
and master's degree in social studies; and
WHEREAS, Roy Brown was a member of St. Joseph Catholic Church and served
on the church parish pastoral council in which his strong sense of what was right and wrong
guided him; and
WHEREAS, he was the recipient of the Martin Luther King Jr. Award in 2006; and
WHEREAS, Roy Brown departed this life on Sunday, February 23, 2020, at the age
of eighty, during which time he claimed his "merited crown from the Lord"; and
WHEREAS, Roy Brown leaves to cherish his memories his deeply devoted wife,
Mary Ann Brown of Broussard; a brother, Louis Brown (Frankie) of Sunset; a sister,
Albertha M. Matthews of Baton Rouge; one nephew, one niece, two great-nephews, five
great-nieces, and a host of relative and friends; and
WHEREAS, he was preceded in death by his parents, Lucien and Rosa Brown, a
sister Rosa Mae Johnson, one nephew, and one niece; and
WHEREAS, Roy Brown did not want his loved ones to worry about his going home
because his favorite scripture, 2 Timothy 4:7-8, says, "I have fought a good fight, I have
finished the race, I have kept the faith. From now on a merited crown awaits me. On that
day, the Lord, a just judge that He is, awaits me".

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere and heartfelt condolences upon the passing of a truly godly man,
Roy Edward Brown.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to his
wife, Mary Ann Brown of Broussard, Louisiana.
