HB 121 Engrossed	2021 Regular Session	Seabaugh
Abstract: Authorizes the Shreveport police chief to establish a two-platoon system for employees
of the city's police department.
Present law requires the officer having management of the police department in any municipality
with a population of more than 50,000 persons to divide the members of the department into three
platoons.
Proposed law retains present law but provides an exception for the city of Shreveport. Authorizes
the city's police chief to divide employees of the police department into two platoons.
Present law, applicable to police officers employed at a rank of captain or below in municipalities
with a population of between 12,000 and 250,000, provides that such officers shall be paid at 1-1/2
times their normal salary for each hour worked over 40 hours in a week. Authorizes such
municipalities to implement a 14-day shift cycle and requires that officers receive overtime pay or
compensatory time when the number of hours worked exceeds 80 hours in a two-week period.
Present law provides exemptions for specified municipalities. Further provides that the present law
provisions do not apply to any employee of the city of Shreveport in a position, grade, or class above
lieutenant.
Proposed law retains present law but repeals the exception for the city of Shreveport. Proposed law
additionally authorizes the Shreveport police chief to use a three-platoon system or a two-platoon
system to implement any work shift cycle otherwise authorized by law.
