Remove the limitation on the ability of insurers to request health records for underwriting purposes only. 2. Define "authorization" as required for a patient's insurer to receive requested medical records. Digest of the bill as proposed by the Conference Committee Present law provides that a patient or his legal representative shall have a right to obtain a copy of the patient's entire medical records related in any way to the patient upon furnishing a signed authorization. Present law defines "authorized" as a consent, an approval, or an authorization between persons. Proposed law retains present law and adds that a life, health, disability, or long-term care insurance company or its counsel, who has been authorized, as defined by present law, by the patient, shall have a right to obtain a copy of a patient's entire medical record.
