RACING/COMMISSION: Provides relative to the membership of the Louisiana State
Racing Commission
1 AN ACT
2To amend and reenact R.S. 4:144(B)(2), relative to the Louisiana State Racing Commission;
3 to require that one member of the commission be a horseman nominated by a
4 breeder's association; to provide for the number of nominees; to provide for the
5 nominating association; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 4:144(B)(2) is hereby amended and reenacted to read as follows:
8 ยง144. Louisiana State Racing Commission; creation; membership; tenure; powers
9 and duties; quorum; qualification of members; per diem; expenses and
10 disbursements; bond; prohibited interest

14 (2)(a) No member shall be an official, member of any board of directors, or
15 person financially interested in any race track or race meeting licensed by the
16 commission. Except as provided in Subparagraph (b) Subparagraphs (b) and (c) of
17 this Paragraph, no member may directly or indirectly own racehorses which
18 participate in any race meeting licensed by the commission.
19 (b) Three Four members shall be owners of racehorses which participate in
20 any race meeting licensed by the commission.

1 (c) One of the four members appointed pursuant to Subparagraph (b) of this
2 Paragraph, shall be a horseman appointed from a list of three nominees submitted by
3 the Louisiana Quarter Horse Breeders Association.

Abstract: Requires that one member of the La. State Racing Commission (commission) be
a horseman nominated by the Louisiana Quarter Horse Breeders Association.
Present law establishes the commission, requires the commission be composed of 13
members, and provides various criteria for the members. Proposed law retains present law.
Present law requires three members of the commission to be owners of racehorses which
participate in any race licensed by the commission. Proposed law raises the number of
members required to own participating racehorses from three to four.
Additionally, proposed law requires that one of those four members be a horseman appointed
from a list of three nominees submitted by the Louisiana Quarter Horse Breeders
Association.
