R.S. 15:604(4) and (5) are hereby enacted to read as follows: 10 ยง604. Powers and duties of state police 11 In addition to any other powers and duties conferred in this Chapter, the state 12 police shall: 13 * * * 14 (4) Employ a person to conduct an assessment of the sexual assault tracking 15 system needs, to implement a new system based on those needs, and to manage the 16 system thereafter. 17 (5) Make the initial purchase of up to sixty thousand dollars of the sexual 18 assault forensic examination kits. 19 Section 2. [R.S. 1:13(B) and 24:177(E)] HB 433 Original 2021 Regular Session Moore Abstract: Requires state police employ a person to assess, implement, and manage the sexual assault tracking system and to require the initial purchase up to $60,000 of the sexual assault forensic examination kits. Present law requires state police to be responsible for the policy management and administration of the state DNA identification record system to support law enforcement and criminal justice agencies. Present law further requires state police to promulgate rules and regulations to carry out present law provisions. Present law also requires state police to provide for a liaison with the FBI and other criminal justice agencies in regard to the state's participation in CODIS or in any DNA database designated by the state police. Proposed law retains present law and also requires state police to employ a person to assess, implement, and manage the sexual assault tracking system. Proposed law also requires state police to initially purchase up to $60,000 of the sexual assault forensic examination kits. Effective upon signature of governor or lapse of time for gubernatorial action.
