1 AN ACT
2 To amend and reenact R.S. 40:1379.3(D)(2) and to enact R.S. 40:1379.3(D)(1)(j), relative
3 to concealed handgun permits; to provide relative to the required safety and training
4 for applicants; to provide relative to the certification of instructors of the required
5 safety and training courses; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 40:1379.3(D)(2) is hereby amended and reenacted and R.S.
8 40:1379.3(D)(1)(j) is hereby enacted to read as follows:
9 ยง1379.3. Statewide permits for concealed handguns; application procedures;

12 D.(1) In addition to the requirements of Subsection C of this Section, an
13 applicant shall demonstrate competence with a handgun by any one of the following:

15 (j) Completion of any United States Concealed Carry Association handgun
16 safety or training course conducted by a United States Concealed Carry Association
17 certified instructor within the preceding twelve months.
18 (2)(a) Instructors for any class, training, or course of instruction authorized
19 by this Subsection, except for small arms training in military service as provided in
20 Subparagraph (1)(g) of this Subsection, shall be certified by the any of the following:
21 (i) The Council on Peace Officer Standards and Training as a firearms
22 instructor or by the.

1 (ii) The National Rifle Association as an instructor for Basic Pistol Shooting,
2 Personal Protection in the Home, Carrying a Concealed Weapon, or Personal
3 Protection Outside the Home.
4 (iii) The National Rifle Association Law Enforcement Division as an
5 instructor for courses involving the teaching of handguns.
6 (iv) The United States Concealed Carry Association as an instructor for
7 Home Defense and Concealed Carry Fundamentals or Defensive Shooting
8 Fundamentals.
9 (v) The Federal Law Enforcement Training Center's Firearms Instructor
10 Training Program or other federal agency firearms instructor course consisting of at
11 least forty hours of instruction.
12 (vi) Other instructor certification programs approved by the Department of
13 Public Safety and Corrections.
14 (b) Any safety or training course or class as described in this Subsection,
15 except for basic handgun training in military service provided in Subparagraph (1)(g)
16 of this Subsection, shall include instruction in child access prevention, a
17 demonstration by the applicant of shooting proficiency, and safe handling of a
18 handgun.
