MTR VEHICLE/LICEN PLATES: Creates the "West Feliciana Parish Schools" and the "En
français S.V.P" specialty license plate
1 AN ACT
2To enact R.S. 47:463.210 and 463.211, relative to motor vehicle special prestige license
3 plates; to provide for the "West Feliciana Parish Schools" special prestige license
4 plate; to establish the "En français S.V.P" specialty license plate; to provide for the
5 creation, issuance, design, implementation, fees, distribution, and rule promulgation
6 applicable to such license plates; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 47:463.210 and 463.211 are hereby enacted to read as follows:
9 §463.210. Special prestige license plate; "West Feliciana Parish Schools"
10 A. The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "West
12 Feliciana Parish Schools" plate, provided there is a minimum of one thousand
13 applicants for such plate. The plate shall be restricted to use on passenger cars,
14 pickup trucks, motorcycles, recreational vehicles, and vans.
15 B. The secretary shall work in conjunction with the superintendent of West
16 Feliciana Parish Schools, or his designee, to select the color and design of the plate,
17 provided it is in compliance with R.S. 47:463(A)(3). The design shall include the
18 words "West Feliciana Parish Schools".
19 C. The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This royalty
3 fee shall be in addition to the standard motor vehicle license tax imposed by Article
4 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
5 and fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to the West Feliciana Parish Public School System.
9 F. The secretary shall promulgate rules and regulations as are necessary to
10 implement the provisions of this Section.
11 §463.211. Special prestige license plate; "En français S.V.P"
12 A. The secretary of the Department of Public Safety and Corrections shall
13 establish a special prestige motor vehicle license plate to be known as the "En
14 français S.V.P" plate, provided there are a minimum of one thousand applicants for
15 such plate. The plate shall be restricted to use on passenger cars, pickup trucks,
16 recreational vehicles, motorcycles, and vans.
17 B. The secretary shall work in conjunction with the Saint LUC French
18 Immersion and Cultural Campus Board of Directors to select the color and design
19 of the plate, provided the design is in compliance with R.S. 46:463(A)(3). The
20 design shall include the phrase "Saint LUC. En français SVP " and shall also include
21 a prominent logo.
22 C. The special prestige license plate shall be issued, upon application, to any
23 citizen of Louisiana in the same manner as any other motor vehicle license plate.
24 D. The department shall collect an annual royalty fee of twenty-five dollars

3 Campus.
4 F. The secretary shall promulgate and adopt rules and regulations as are
5 necessary to implement the provisions of this Section.
6 Section 2. The Department of Public Safety and Corrections, office of motor
7vehicles, is hereby directed to create these special prestige license plates when the applicable
8statutory provisions are met and its system is updated to accommodate the creation of new
9plates.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Require the Department of Public Safety and Corrections issue a special prestige

is a minimum of 1,000 applicants for such plate.
2. Require the secretary work in conjunction with the Saint LUC French Immersion
