1 AN ACT
2 To enact R.S. 47:463.210, 463.211, and 463.212, relative to motor vehicle special prestige
3 license plates; to provide for the "West Feliciana Parish Schools" special prestige
4 license plate; to establish the "En français S.V.P" specialty license plate; to provide
5 for the "United States Military Academy, West Point" special prestige license plate;
6 to provide for the creation, issuance, design, implementation, fees, distribution, and
7 rule promulgation applicable to such license plates; and to provide for related
8 matters.
9 Be it enacted by the Legislature of Louisiana:
10 Section 1. R.S. 47:463.210, 463.211, and 463.212 are hereby enacted to read as
11 follows:
12 §463.210. Special prestige license plate; "West Feliciana Parish Schools"
13 A. The secretary of the Department of Public Safety and Corrections shall
14 establish a special prestige motor vehicle license plate to be known as the "West
15 Feliciana Parish Schools" plate, provided there is a minimum of one thousand
16 applicants for such plate. The plate shall be restricted to use on passenger cars,
17 pickup trucks, motorcycles, recreational vehicles, and vans.
18 B. The secretary shall work in conjunction with the superintendent of West
19 Feliciana Parish Schools, or his designee, to select the color and design of the plate,
20 provided it is in compliance with R.S. 47:463(A)(3). The design shall include the
21 words "West Feliciana Parish Schools".
22 C. The special prestige license plate shall be issued, upon application, to any
23 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This royalty
3 fee shall be in addition to the standard motor vehicle license tax imposed by Article
4 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
5 and fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to the West Feliciana Parish Public School System.
9 F. The secretary shall promulgate rules and regulations as are necessary to
10 implement the provisions of this Section.
11 §463.211. Special prestige license plate; "En français S.V.P"
12 A. The secretary of the Department of Public Safety and Corrections shall
13 establish a special prestige motor vehicle license plate to be known as the "En
14 français S.V.P" plate, provided there are a minimum of one thousand applicants for
15 such plate. The plate shall be restricted to use on passenger cars, pickup trucks,
16 recreational vehicles, motorcycles, and vans.
17 B. The secretary shall work in conjunction with the Saint LUC French
18 Immersion and Cultural Campus Board of Directors to select the color and design
19 of the plate, provided the design is in compliance with R.S. 47:463(A)(3). The
20 design shall include the phrase "Saint LUC. En français SVP " and shall also include
21 a prominent logo.
22 C. The special prestige license plate shall be issued, upon application, to any
23 citizen of Louisiana in the same manner as any other motor vehicle license plate.
24 D. The department shall collect an annual royalty fee of twenty-five dollars
25 that shall be disbursed in accordance with Subsection E of this Section. This royalty
26 fee shall be in addition to the standard motor vehicle license tax imposed by Article
27 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
28 and fifty cents for each plate to be retained by the department to offset a portion of

3 Campus.
4 F. The secretary shall promulgate and adopt rules and regulations as are
5 necessary to implement the provisions of this Section.
6 §463.212. Special prestige license plate; "United States Military Academy, West
7 Point"
8 A. The secretary of the Department of Public Safety and Corrections shall
9 establish a special prestige motor vehicle license plate to be known as the "United
10 States Military Academy, West Point" plate, provided there is a minimum of one
11 thousand applicants for such plate. The plate shall be restricted to use on passenger
12 cars, pickup trucks, recreational vehicles, motorcycles, and vans.
13 B. The secretary shall work in conjunction with the secretary of the
14 Department of Veterans Affairs to select the color and design of the plate, provided
15 the design is in compliance with R.S. 47:463(A)(3). The design shall include the
16 phrase "United State Military Academy, West Point".
17 C. The special prestige license plate shall be issued, upon application, to any
18 graduate of the United States Military Academy, West Point who resides in
19 Louisiana in the same manner as any other motor vehicle license plate.
20 D. The department shall collect an annual royalty fee of twenty-five dollars
21 that shall be disbursed in accordance with Subsection E of this Section. This royalty
22 fee shall be in addition to the standard motor vehicle license tax imposed by Article
23 VII, Section 5 of the Constitution of Louisiana, and a handling fee of three dollars
24 and fifty cents for each plate to be retained by the department to offset a portion of
25 administrative costs.

1 Section 2. The Department of Public Safety and Corrections, office of motor
2 vehicles, is hereby directed to create these special prestige license plates when the applicable
3 statutory provisions are met and its system is updated to accommodate the creation of new
4 plates.
