SSHB584 2549 3637 HOUSE SUMMARY OF SENATE AMENDMENTS HB 584 2021 Regular Session Zeringue APPROPRIATIONS: Appropriates funds for the expenses of the judiciary for Fiscal Year 2021-2022 Synopsis of Senate Amendments 1.Reduces the amount State General Fund (Direct) by which the Judicial Budgetary Control Board must reduce the judiciary's budget from $9,626,155 to $7,126,155. 2.Removes obligation of Judicial Budgetary Control Board to create a uniform budget template and instead requires the Judicial Administrator to develop the template. 3.Removes legislative auditor from provision requiring review of uniform budget template. 4.Removes requirement that completed forms be returned to the supreme court by Nov. 1, 2021 and posted on the court's website when it adopts its budget request for the ensuing year. Instead requires completed forms to be submitted by Jan. 1, 2022 and requires submission to the legislature and publication on the court's website by deadlines in present law. Digest of Bill as Finally Passed by Senate Appropriates funds for Fiscal Year 2021-2022 for the ordinary operating expenses of the judicial branch of government with total funding of $183,642,214 from the following sources: $164,008,439 out of the State General Fund (Direct); $9,392,850 out of Interagency Transfers; and $10,240,925 from statutory dedications out of the Judges' Supplemental Compensation Fund and the Trial Court Case Management Fund. Appropriations from State General Fund (Direct) shall be reduced by $7,126,155 pursuant to a plan adopted by the Judicial Budgetary Control Board or as approved by the La. Supreme Court. Requires the Judicial Administrator, by Oct. 1, 2021, to develop a uniform budget document designed to show itemized revenues and expenditures for district courts, city courts, municipal courts, and traffic courts. Further requires the Judicial Administrator to distribute the finalized budget document to the chief judge of each district court, city court, municipal court, and traffic court that receives monies pursuant to proposed law. Requires each recipient court to complete the form and return it to the supreme court no later than Jan. 1, 2022. Further requires that by the deadline in present law for submission of executive budgets to the legislature, the supreme court shall submit the completed reports to the legislature and publish the completed forms on its website.
