RÉSUMÉ DIGEST ACT 330 (HB 590) 2021 Regular Session Davis Existing law establishes a Capital Area Groundwater Conservation District and its board of commissioners. Existing law authorizes the board of commissioners to assess a charge against all users within the district based on units of water used. New law grants the board the additional authority to assess costs for capital expenditures, late fees for nonpayment, and application fees. New law further provides what may constitute costs for capital expenditures and establishes limits for how much the board can charge users for late fees (up to $25 per month or 1 & ½ percent per day or balance due) and application fees (up to $2000 per submitted application). Effective August 1, 2021. (Amends R.S. 38:3076(A)(14))
