MTR VEHICLE/LICEN PLATES: Creates the pelicans specialty license plate
1 AN ACT
2To enact R.S. 47:463.210, relative to motor vehicle special prestige license plates; to
3 establish the "New Orleans Pelicans" specialty license plate; to provide for the
4 creation, issuance, design, fees, implementation, distribution, and rule promulgation
5 applicable to such license plate; to provide direction on when the plate can be
6 created; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1. R.S. 47:463.210 is hereby enacted to read as follows:
9 ยง463.210. Special prestige license plate; "New Orleans Pelicans"
10 A. The secretary of the Department of Public Safety and Corrections shall
11 establish a special prestige motor vehicle license plate to be known as the "New
12 Orleans Pelicans" plate, provided there are a minimum of one thousand applicants
13 for such plate. The plate shall be restricted to use on passenger cars, pickup trucks,
14 recreational vehicles, motorcycles, and vans.
15 B. The secretary shall work in conjunction with the vice president of
16 governmental relations and business operations for the New Orleans Saints and New
17 Orleans Pelicans to select the color and design of the plate, provided the design is in
18 compliance with R.S. 47:463(A)(3).
19 C. The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to the Louisiana Wildlife and Fisheries Conservation Fund and the Louisiana Early
9 Childhood Education Fund in equal disbursements.
10 F. The secretary shall promulgate and adopt rules and regulations as are
11 necessary to implement the provisions of this Section.
12 Section 2. The Department of Public Safety and Corrections, office of motor
13vehicles, is hereby directed to create the special prestige license plate when the applicable
14statutory provisions are met and its system is updated to accommodate the creation of new
15plates.

Proposed law requires the Dept. of Public Safety and Corrections to issue a special prestige
license plate to be known as the "New Orleans Pelicans" license plate, provided there is a
minimum of 1,000 applicants for such plate.
Proposed law requires the secretary to work in conjunction with the vice president of
governmental relations and business operations for the New Orleans Saints and New Orleans
Pelicans to select the color and design of the plate, provided the design is in compliance with
present law.
Proposed law specifies that the license plate be issued, upon application, to any citizen of
La. in the same manner as any other motor vehicle license plate.

the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.

Proposed law requires monies received from the royalty fees be forwarded to the Louisiana
Wildlife and Fisheries Conservation Fund and the Louisiana Early Childhood Education
Fund in equal disbursements.
Proposed law requires the secretary promulgate and adopt rules and regulations to implement
the provisions provided in proposed law.
Directs the office of motor vehicles to create the "New Orleans Pelicans" specialty license
plate when the applicable statutory provisions are met and its system is updated to
accommodate the creation of new plates.
