PROPERTY/PUBLIC:  Authorizes the transfer of certain state property in St. Martin Parish
1	AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in St. Martin Parish; to provide for the property descriptions;
4 to provide terms and conditions; to provide for the reservation of mineral interests;
5 to provide terms and conditions; to provide an effective date; and to provide for
6 related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  The commissioner of administration, notwithstanding any provision of
9law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
10or deliver any interest, excluding mineral rights, the state may have in and to all or any
11portion of the following described property in St. Martin Parish to Tex Angelle:
12	A 1/3 interest in a certain tract of State owned land, being a portion
13	of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
14	Way of Herman Dupuis Road and the bank line of Butte LaRose Bay, known
15	as Tract B, Parcel ID: 0740001026, Containing approximately 0.18 acres,
16	situated in Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish,
17	Louisiana.
18 Section 2.  The commissioner of administration is hereby authorized to enter into
19such agreements, covenants, conditions, and stipulations and to execute such documents as
20necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
21title, excluding mineral rights, to the property described in Section 1 of this Act, and as more
22specifically described in any such agreements entered into and documents executed by and
23between the commissioner of administration and Tex Angelle, in exchange for consideration
24proportionate to the appraised value of the property.

1 Section 3.  The commissioner of administration, notwithstanding any provision of
2law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
3or deliver any interest, excluding mineral rights, the state may have in and to all or any
4portion of the following described property in St. Martin Parish to Andre' Dugas:
5	Any and all interest in a piece of dried lake bed described as Lease
6	Lot #2771, Butte LaRose Area, Section 11, T9S-R7E, Louisiana Meridian,
7	St. Martin Parish, Louisiana, more fully depicted by a plat map on file in the
8	Louisiana State Land Office, consisting of approximately .15 acres.
9 Section 4.   The commissioner of administration is hereby authorized to enter into
10such agreements, covenants, conditions, and stipulations and to execute such documents as
11necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
12title, excluding mineral rights, to the property described in Section 3 of this Act, and as more
13specifically described in any such agreements entered into and documents executed by and
14between the commissioner of administration and Andre' Dugas, in exchange for
15consideration proportionate to the appraised value of the property.
16 Section 5.  The commissioner of administration, notwithstanding any provision of
17law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
18or deliver any interest, excluding mineral rights, the state may have in and to all or any
19portion of the following described properties in St. Martin Parish to Marco Guilbeau:
20	Tract #1
21	Any and all interest in a certain tract of State owned land identified
22	as Campsite Lot No. 4, Lease #3265,, Butte LaRose Area, situated in Section
23	11, T9S, R7E, Louisiana Meridian, St. Martin Parish, Louisiana and more
24	particularly described as follows:
25	Commence at the corner common to Sections 11, 12, 13 and 14,
26	Township 9 South, Range 7 East and measure North 00 degrees 09 minutes
27	52 seconds East a distance of 1,508.17 feet to the Northern margin of
28	Louisiana Highway 3177, thence along the Northern margin North 54
29	degrees 54 minutes 57 seconds West a distance of 1,338.38 feet to the
30	POINT OF BEGINNING.
31	Form the POINT OF BEGINNING continue along said Northern
32	margin North 54 degrees 54 minutes 57 seconds West a distance of 444.04
33	feet; thence leaving said Northern margin North 52 degrees 26 minutes 24
34	seconds East a distance of 249.31 feet; thence South 42 degrees 03 minutes
35	19 seconds East a distance of 87.12 feet; thence South 33 degrees 46 minutes
36	47 seconds East a distance of 198.00 feet, thence South 29 degrees 51
37	minutes 29 seconds East a distance of 117.92 feet; thence South 39 degrees
38	03 minutes 42 seconds West a distance of 97.47 feet to the POINT OF
39	BEGINNING, and containing 1.716 acres of land, more or less, and more
40	fully shown on the attached plat(s).

1	A 1/3 interest in a certain tract of State owned land, being a portion
2	of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
3	described above and the bank line of Butte LaRose Bay, Containing
4	approximately situated in Section 2, T9S-R7E, Louisiana Meridian, St.
5	Martin Parish, Louisiana.
6 Section 6.  The commissioner of administration is hereby authorized to enter into
7such agreements, covenants, conditions, and stipulations and to execute such documents as
8necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
9title, excluding mineral rights, to the properties described in Section 5 of this Act, and as
10more specifically described in any such agreements entered into and documents executed
11by and between the commissioner of administration and Marco Guilbeau, in exchange for
12consideration proportionate to the appraised value of the properties.
13 Section 7.  The commissioner of administration, notwithstanding any provision of
14law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
15or deliver any interest, excluding mineral rights, the state may have in and to all or any
16portion of the following described properties in St. Martin Parish to Savanna Broussard
17Guilbeau:
18	Tract #1 
19	Any and all interest in a piece of dried lake bed owned by the State
20	of Louisiana, Butte LaRose Area, situated in Section 11, T9S, R7E,
21	Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.16 acres,
22	more or less.
23	Tract #2 
24	A 1/3 interest in a certain tract of State owned land, being a portion
25	of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
26	described above and the bank line of Butte LaRose Bay, known as TRACT
27	C,  Parcel ID: 0740001324, Butte LaRose Area, situated in Section 11, T9S,
28	R7E, Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.86
29	acres, more or less.
30 Section 8.  The commissioner of administration is hereby authorized to enter into
31such agreements, covenants, conditions, and stipulations and to execute such documents as
32necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
33title, excluding mineral rights, to the properties described in Section 7 of this Act, and as
34more specifically described in any such agreements entered into and documents executed
35by and between the commissioner of administration and Savanna Broussard Guilbeau, in
36exchange for consideration proportionate to the appraised value of the properties.

1 Section 9.  The commissioner of administration, notwithstanding any provision of

3or deliver any interest, excluding mineral rights, the state may have in and to all or any
4portion of the following described properties in St. Martin Parish to Clinton J. and Katy J.
5Angelle:
6	Tract #1 
7	Any and all interest in a piece of dried owned by the State of
8	Louisiana, Butte LaRose Area, situated Section 11, T9S, R7E, Louisiana
9	Meridian, St. Martin Parish, Louisiana, containing 0.11 acres, more or less.
10	Tract #2
11	A 1/3 interest in a certain tract of State owned land, being a portion
12	of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
13	described above and the bank line of Butte LaRose Bay, known as Tract B,
14	Parcel ID: 0740001224Containing approximately 0.11 acres, situated in
15	Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.
16 Section 10.  The commissioner of administration is hereby authorized to enter into
17such agreements, covenants, conditions, and stipulations and to execute such documents as
18necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
19title, excluding mineral rights, to the properties described in Section 9 of this Act, and as
20more specifically described in any such agreements entered into and documents executed
21by and between the commissioner of administration and Clinton J. and Katy J. Angelle, in
22exchange for consideration proportionate to the appraised value of the properties.
23 Section 11.  The commissioner of administration, notwithstanding any provision of
24law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
25or deliver any interest, excluding mineral rights, the state may have in and to all or any
26portion of the following described property in St. Martin Parish to Lewis O. Bordelon:
27	A 1/3 interest in a certain tract of State owned land, being a portion
28	of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
29	Way of Herman Dupuis road and the bank line of Butte LaRose Bay, known
30	as Tract B, Parcel ID: 07001125, Containing approximately 0.83 acres,
31	situated in Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish,
32	Louisiana.
33	Section 12.  The commissioner of administration is hereby authorized to enter
34 into such agreements, covenants, conditions, and stipulations and to execute such
35 documents as necessary to properly effectuate any conveyance, transfer, assignment,
36 lease, or delivery of title, excluding mineral rights, to the property described in

1 Section 11 of this Act, and as more specifically described in any such agreements
2 entered into and documents executed by and between the commissioner of
3 administration and Lewis O. Bordelon, in exchange for consideration proportionate
4 to the appraised value of the property.
5 Section 13.  The commissioner of administration, notwithstanding any provision of
6law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
7or deliver any interest, excluding mineral rights, the state may have in and to all or any
8portion of the following described property in St. Martin Parish to Marvin D. France:
9	A 1/3 interest in a certain tract of State owned land, being a portion
10	of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
11	Way of Herman Dupuis Road and the bank line of Butte LaRose Bay, Parcel
12	ID: 0740001126 Containing approximately 1.13 acres, situated in Section 11,
13	T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.
14 Section 14.  The commissioner of administration is hereby authorized to enter into
15such agreements, covenants, conditions, and stipulations and to execute such documents as
16necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
17title, excluding mineral rights, to the property described in Section 13 of this Act, and as
18more specifically described in any such agreements entered into and documents executed
19by and between the commissioner of administration and Marvin D. France, in exchange for
20consideration proportionate to the appraised value of the property.
21 Section 15.  The commissioner of administration, notwithstanding any provision of
22law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
23or deliver any interest, excluding mineral rights, the state may have in and to all or any
24portion of the following described property in St. Martin Parish to Warren Lockridge and
25Janice Harris:
26	A 1/3 interest in a certain tract of State owned land, being a portion
27	of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
28	Way of Herman Dupuis Road and the bank line of Butte LaRose Bay, Parcel
29	ID: 0740001028, Containing approximately 1.19 acres, situated in Section
30	11, T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.

1 Section 16.  The commissioner of administration is hereby authorized to enter into
2such agreements, covenants, conditions, and stipulations and to execute such documents as
3necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
4title, excluding mineral rights, to the property described in Section 15 of this Act, and as
5more specifically described in any such agreements entered into and documents executed
6by and between the commissioner of administration and Warren Lockridge and Janice
7Harris, in exchange for consideration proportionate to the appraised value of the property.
8 Section 17.  This Act shall become effective upon signature by the governor or, if not
9signed by the governor, upon expiration of the time for bills to become law without signature
10by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
11vetoed by the governor and subsequently approved by the legislature, this Act shall become
12effective on the day following such approval.
