PROPERTY/PUBLIC: Authorizes the transfer of certain state property in St. Martin Parish
1 AN ACT
2To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in St. Martin Parish; to provide for the property descriptions;
4 to provide terms and conditions; to provide for the reservation of mineral interests;
5 to provide an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. The commissioner of administration, notwithstanding any provision of
8law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
9or deliver any interest, excluding mineral rights, the state may have in and to all or any
10portion of the following described property in St. Martin Parish to Tex Angelle:
11 A 1/3 interest in a certain tract of State owned land, being a portion
12 of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
13 Way of Herman Dupuis Road and the bank line of Butte LaRose Bay, known
14 as Tract B, Parcel ID: 0740001026, Containing approximately 0.18 acres,
15 situated in Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish,
16 Louisiana.
17 Section 2. The commissioner of administration is hereby authorized to enter into
18such agreements, covenants, conditions, and stipulations and to execute such documents as
19necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
20title, excluding mineral rights, to the property described in Section 1 of this Act, and as more
21specifically described in any such agreements entered into and documents executed by and
22between the commissioner of administration and Tex Angelle, in exchange for consideration
23proportionate to the appraised value of the property.
24 Section 3. The commissioner of administration, notwithstanding any provision of
25law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,

1or deliver any interest, excluding mineral rights, the state may have in and to all or any
2portion of the following described properties in St. Martin Parish to Andre' Dugas:
3 Tract #1
4 Any and all interest in a piece of dried lake bed described as Lease
5 Lot #2771, Butte LaRose Area, Section 11, T9S-R7E, Louisiana Meridian,
6 St. Martin Parish, Louisiana, more fully depicted by a plat map on file in the
7 Louisiana State Land Office, consisting of approximately .15 acres.

9 A 1/3 interest in a certain tract of State owned land, being a portion
10 of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
11 Way of Herman Dupuis Road and the State Lease lot #2771, Parcel ID:
12 0740000927, Containing approximately 0.15 acres, situated in Section 11,
13 T9S-R7E, Louisiana Meridian, St. Martin Parish, 17 Louisiana.
14 Section 4. The commissioner of administration is hereby authorized to enter into
15such agreements, covenants, conditions, and stipulations and to execute such documents as
16necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
17title, excluding mineral rights, to the properties described in Section 3 of this Act, and as
18more specifically described in any such agreements entered into and documents executed
19by and between the commissioner of administration and Andre' Dugas, in exchange for
20consideration proportionate to the appraised value of the property.
21 Section 5. The commissioner of administration, notwithstanding any provision of
22law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
23or deliver any interest, excluding mineral rights, the state may have in and to all or any
24portion of the following described properties in St. Martin Parish to Savanna Broussard
25Guilbeau:
26 Tract #1
27 Any and all interest in a piece of dried lake bed owned by the State
28 of Louisiana, Butte LaRose Area, situated in Section 11, T9S, R7E,
29 Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.16 acres,
30 more or less.
31 Tract #2
32 A 1/3 interest in a certain tract of State owned land, being a portion
33 of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
34 described above and the bank line of Butte LaRose Bay, known as TRACT
35 C, Parcel ID: 0740001324, Butte LaRose Area, situated in Section 11, T9S,
36 R7E, Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.86
37 acres, more or less.
38 Section 6. The commissioner of administration is hereby authorized to enter into
39such agreements, covenants, conditions, and stipulations and to execute such documents as
40necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of

1title, excluding mineral rights, to the properties described in Section 5 of this Act, and as
2more specifically described in any such agreements entered into and documents executed
3by and between the commissioner of administration and Savanna Broussard Guilbeau, in
4exchange for consideration proportionate to the appraised value of the properties.
5 Section 7. The commissioner of administration, notwithstanding any provision of
6law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
7or deliver any interest, excluding mineral rights, the state may have in and to all or any
8portion of the following described properties in St. Martin Parish to Clinton J. and Katy J.
9Angelle:
10 Tract #1
11 Any and all interest in a piece of dried owned by the State of
12 Louisiana, Butte LaRose Area, situated Section 11, T9S, R7E, Louisiana
13 Meridian, St. Martin Parish, Louisiana, containing 0.11 acres, more or less.
14 Tract #2
15 A 1/3 interest in a certain tract of State owned land, being a portion
16 of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
17 described above and the bank line of Butte LaRose Bay, known as Tract B,
18 Parcel ID: 0740001224Containing approximately 0.11 acres, situated in
19 Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.
20 Section 8. The commissioner of administration is hereby authorized to enter into
21such agreements, covenants, conditions, and stipulations and to execute such documents as
22necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
23title, excluding mineral rights, to the properties described in Section 7 of this Act, and as
24more specifically described in any such agreements entered into and documents executed
25by and between the commissioner of administration and Clinton J. and Katy J. Angelle, in
26exchange for consideration proportionate to the appraised value of the properties.
27 Section 9. The commissioner of administration, notwithstanding any provision of
28law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
29or deliver any interest, excluding mineral rights, the state may have in and to all or any
30portion of the following described property in St. Martin Parish to Lewis O. Bordelon:
31 A 1/3 interest in a certain tract of State owned land, being a portion
32 of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
33 Way of Herman Dupuis road and the bank line of Butte LaRose Bay, known
34 as Tract B, Parcel ID: 07001125, Containing approximately 0.83 acres,
35 situated in Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish,
36 Louisiana.

1 Section 10. The commissioner of administration is hereby authorized to enter into
2such agreements, covenants, conditions, and stipulations and to execute such documents as
3necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
4title, excluding mineral rights, to the property described in Section 9 of this Act, and as more
5specifically described in any such agreements entered into and documents executed by and
6between the commissioner of administration and Lewis O. Bordelon, in exchange for
7consideration proportionate to the appraised value of the property.
8 Section 11. The commissioner of administration, notwithstanding any provision of
9law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
10or deliver any interest, excluding mineral rights, the state may have in and to all or any
11portion of the following described property in St. Martin Parish to Marvin D. France:
12 A 1/3 interest in a certain tract of State owned land, being a portion
13 of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
14 Way of Herman Dupuis Road and the bank line of Butte LaRose Bay, Parcel
15 ID: 0740001126 Containing approximately 1.13 acres, situated in Section 11,
16 T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.
17 Section 12. The commissioner of administration is hereby authorized to enter into
18such agreements, covenants, conditions, and stipulations and to execute such documents as
19necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
20title, excluding mineral rights, to the property described in Section 11 of this Act, and as
21more specifically described in any such agreements entered into and documents executed
22by and between the commissioner of administration and Marvin D. France, in exchange for
23consideration proportionate to the appraised value of the property.
24 Section 13. The commissioner of administration, notwithstanding any provision of
25law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
26or deliver any interest, excluding mineral rights, the state may have in and to all or any
27portion of the following described property in St. Martin Parish to Warren Lockridge and
28Janice Harris:
29 A 1/3 interest in a certain tract of State owned land, being a portion
30 of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
31 Way of Herman Dupuis Road and the bank line of Butte LaRose Bay, Parcel
32 ID: 0740001028, Containing approximately 1.19 acres, situated in Section
33 11, T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.

1 Section 14. The commissioner of administration is hereby authorized to enter into
2such agreements, covenants, conditions, and stipulations and to execute such documents as
3necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
4title, excluding mineral rights, to the property described in Section 13 of this Act, and as
5more specifically described in any such agreements entered into and documents executed
6by and between the commissioner of administration and Warren Lockridge and Janice
7Harris, in exchange for consideration proportionate to the appraised value of the property.
8 Section 15. This Act shall become effective upon signature by the governor or, if not
9signed by the governor, upon expiration of the time for bills to become law without signature
10by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
11vetoed by the governor and subsequently approved by the legislature, this Act shall become
12effective on the day following such approval.

Authorizes the transfer of certain state property in St. Martin Parish, for consideration
proportionate to the appraised value of each property, and with a reservation of the state's
mineral interests in any property transferred under the act, from the commissioner of
administration to the following parties:

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Natural Resources and
Environment to the original bill:
1. Authorize the state to transfer an additional tract of land in St. Martin Parish to
Andre' Dugas.
2. Remove authority for the state to transfer certain property located in St. Martin
Parish to Marco Guilbeau.
3. Make technical changes.
