1 AN ACT
2 To authorize and provide for the transfer of certain state property; to authorize the transfer
3 of certain state property in St. Martin Parish; to provide for the property descriptions;
4 to provide terms and conditions; to provide for the reservation of mineral interests;
5 to provide an effective date; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. The commissioner of administration, notwithstanding any provision of
8 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
9 or deliver any interest, excluding mineral rights, the state may have in and to all or any
10 portion of the following described property in St. Martin Parish to Tex Angelle:
11 A 1/3 interest in a certain tract of State owned land, being a portion of Lot #6
12 Atchafalaya Land Corp Donation, situated between the Right of Way of Herman
13 Dupuis Road and the bank line of Butte LaRose Bay, known as Tract B, Parcel ID:
14 0740001026, Containing approximately 0.18 acres, situated in Section 11, T9S-R7E,
15 Louisiana Meridian, St. Martin Parish, Louisiana.
16 Section 2. The commissioner of administration is hereby authorized to enter into
17 such agreements, covenants, conditions, and stipulations and to execute such documents as
18 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
19 title, excluding mineral rights, to the property described in Section 1 of this Act, and as more
20 specifically described in any such agreements entered into and documents executed by and
21 between the commissioner of administration and Tex Angelle, in exchange for consideration
22 proportionate to the appraised value of the property.
23 Section 3. The commissioner of administration, notwithstanding any provision of
24 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
25 or deliver any interest, excluding mineral rights, the state may have in and to all or any
26 portion of the following described properties in St. Martin Parish to Andre' Dugas:

2 Any and all interest in a piece of dried lake bed described as Lease
3 Lot #2771, Butte LaRose Area, Section 11, T9S-R7E, Louisiana Meridian,
4 St. Martin Parish, Louisiana, more fully depicted by a plat map on file in the
5 Louisiana State Land Office.

7 A 1/3 interest in a certain tract of State owned land, being a portion
8 of Lot #6 Atchafalaya Land Corp Donation, situated between the Right of
9 Way of Herman Dupuis Road and the State Lease lot #2771, Parcel ID:
10 0740000927, Containing approximately 0.15 acres, situated in Section 11,
11 T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.
12 Section 4. The commissioner of administration is hereby authorized to enter into
13 such agreements, covenants, conditions, and stipulations and to execute such documents as
14 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
15 title, excluding mineral rights, to the properties described in Section 3 of this Act, and as
16 more specifically described in any such agreements entered into and documents executed
17 by and between the commissioner of administration and Andre' Dugas, in exchange for
18 consideration proportionate to the appraised value of the property.
19 Section 5. The commissioner of administration, notwithstanding any provision of
20 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
21 or deliver any interest, excluding mineral rights, the state may have in and to all or any
22 portion of the following described properties in St. Martin Parish to Savanna Broussard
23 Guilbeau:
24 Tract #1
25 Any and all interest in a piece of dried lake bed owned by the State
26 of Louisiana, Butte LaRose Area, situated in Section 11, T9S, R7E,
27 Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.16 acres,
28 more or less.
29 Tract #2
30 A 1/3 interest in a certain tract of State owned land, being a portion
31 of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
32 described above and the bank line of Butte LaRose Bay, known as TRACT
33 C, Parcel ID: 0740001324, Butte LaRose Area, situated in Section 11, T9S,
34 R7E, Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.86
35 acres, more or less.
36 Section 6. The commissioner of administration is hereby authorized to enter into
37 such agreements, covenants, conditions, and stipulations and to execute such documents as
38 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
39 title, excluding mineral rights, to the properties described in Section 5 of this Act, and as
40 more specifically described in any such agreements entered into and documents executed

1 by and between the commissioner of administration and Savanna Broussard Guilbeau, in
2 exchange for consideration proportionate to the appraised value of the properties.
3 Section 7. The commissioner of administration, notwithstanding any provision of
4 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
5 or deliver any interest, excluding mineral rights, the state may have in and to all or any
6 portion of the following described properties in St. Martin Parish to Clinton J. and Katy J.
7 Angelle:
8 Tract #1
9 Any and all interest in a piece of dried lake bed owned by the State
10 of Louisiana, Butte LaRose Area, situated in Section 11, T9S, R7E,
11 Louisiana Meridian, St. Martin Parish, Louisiana, containing 0.11 acres,
12 more or less.
13 Tract #2
14 A 1/3 interest in a certain tract of State owned land, being a portion
15 of Lot #6 Atchafalaya Land Corp Donation, situated between Tract #1
16 described above and the bank line of Butte LaRose Bay, known as Tract B,
17 Parcel ID: 0740001224, containing approximately 0.95 acres, situated in
18 Section 11, T9S-R7E, Louisiana Meridian, St. Martin Parish, Louisiana.
19 Section 8. The commissioner of administration is hereby authorized to enter into
20 such agreements, covenants, conditions, and stipulations and to execute such documents as
21 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
22 title, excluding mineral rights, to the properties described in Section 7 of this Act, and as
23 more specifically described in any such agreements entered into and documents executed
24 by and between the commissioner of administration and Clinton J. and Katy J. Angelle, in
25 exchange for consideration proportionate to the appraised value of the properties.
26 Section 9. The commissioner of administration, notwithstanding any provision of
27 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
28 or deliver any interest, excluding mineral rights, the state may have in and to all or any
29 portion of the following described property in St. Martin Parish to Lewis O. Bordelon:
30 A 1/3 interest in a certain tract of State owned land, being a portion of Lot #6
31 Atchafalaya Land Corp Donation, situated between the Right of Way of Herman
32 Dupuis road and the bank line of Butte LaRose Bay, known as Tract B, Parcel ID:
33 07001125, Containing approximately 0.83 acres, situated in Section 11, T9S-R7E,
34 Louisiana Meridian, St. Martin Parish, Louisiana.
35 Section 10. The commissioner of administration is hereby authorized to enter into
36 such agreements, covenants, conditions, and stipulations and to execute such documents as
37 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of

1 title, excluding mineral rights, to the property described in Section 9 of this Act, and as more
2 specifically described in any such agreements entered into and documents executed by and
3 between the commissioner of administration and Lewis O. Bordelon, in exchange for
4 consideration proportionate to the appraised value of the property.
5 Section 11. The commissioner of administration, notwithstanding any provision of
6 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
7 or deliver any interest, excluding mineral rights, the state may have in and to all or any
8 portion of the following described property in St. Martin Parish to Marvin D. France:
9 A 1/3 interest in a certain tract of State owned land, being a portion of Lot #6
10 Atchafalaya Land Corp Donation, situated between the Right of Way of Herman
11 Dupuis Road and the bank line of Butte LaRose Bay, Parcel ID: 0740001126
12 Containing approximately 1.13 acres, situated in Section 11, T9S-R7E, Louisiana
13 Meridian, St. Martin Parish, Louisiana.
14 Section 12. The commissioner of administration is hereby authorized to enter into
15 such agreements, covenants, conditions, and stipulations and to execute such documents as
16 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
17 title, excluding mineral rights, to the property described in Section 11 of this Act, and as
18 more specifically described in any such agreements entered into and documents executed
19 by and between the commissioner of administration and Marvin D. France, in exchange for
20 consideration proportionate to the appraised value of the property.
21 Section 13. The commissioner of administration, notwithstanding any provision of
22 law to the contrary, is hereby authorized and empowered to convey, transfer, assign, lease,
23 or deliver any interest, excluding mineral rights, the state may have in and to all or any
24 portion of the following described property in St. Martin Parish to Warren Lockridge and
25 Janice Harris:
26 A 1/3 interest in a certain tract of State owned land, being a portion of Lot #6
27 Atchafalaya Land Corp Donation, situated between the Right of Way of Herman
28 Dupuis Road and the bank line of Butte LaRose Bay, Parcel ID: 0740001028,
29 Containing approximately 1.19 acres, situated in Section 11, T9S-R7E, Louisiana
30 Meridian, St. Martin Parish, Louisiana.
31 Section 14. The commissioner of administration is hereby authorized to enter into
32 such agreements, covenants, conditions, and stipulations and to execute such documents as
33 necessary to properly effectuate any conveyance, transfer, assignment, lease, or delivery of
34 title, excluding mineral rights, to the property described in Section 13 of this Act, and as

1 more specifically described in any such agreements entered into and documents executed
2 by and between the commissioner of administration and Warren Lockridge and Janice
3 Harris, in exchange for consideration proportionate to the appraised value of the property.
4 Section 15. This Act shall become effective upon signature by the governor or, if not
5 signed by the governor, upon expiration of the time for bills to become law without signature
6 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
7 vetoed by the governor and subsequently approved by the legislature, this Act shall become
8 effective on the day following such approval.
