HLS 21RS-96 REENGROSSED 2021 Regular Session HOUSE BILL NO. 682 BY REPRESENTATIVE COUSSAN WATERWAYS: Provides relative to the powers, duties, functions, and responsibilities of the Teche-Vermilion Freshwater District 1 AN ACT 2To amend and reenact R.S. 38:3086.3(A), relative to the membership of the board of 3 commissioners of the Teche-Vermilion Freshwater District; to add an additional 4 member to the board of commissioners; to provide for the expertise and privileges 5 of the additional member; and to provide for related matters. 6 Notice of intention to introduce this Act has been published 7 as provided by Article III, Section 13 of the Constitution of 8 Louisiana. 9Be it enacted by the Legislature of Louisiana: 10 Section 1. R.S. 38:3086.3(A) is hereby amended and reenacted to read as follows: 11 ยง3086.3. Board of commissioners; membership; tenure; officers; vacancies; 12 compensation 13 A. The affairs of said district shall be governed by a board of commissioners 14 composed of one member from each of the parishes constituting the district and from 15 the parish of St. Landry, to be selected and appointed by the police juries of their 16 respective parishes; provided that the member from the parish of St. Landry shall 17 only have the right to vote on matters pertaining to drainage and flooding. 18 commissioners, whose membership shall be as follows: 19 (1) One member from each of the parishes constituting the district, to be 20 selected and appointed by the governing authority of their respective parishes. Present law provides for the membership, tenure, officers, vacancies, and compensation relative to members of the board of commissioners for the Teche-Vermilion Freshwater District. Present law specifies that the membership of the board of commissioners is to be made up of one member from each of the parishes constituting the district, to be selected and appointed by the governing authority of their respective parishes, and one member from St. Landry Parish, to be selected and appointed by the governing authority of the parish, who shall only have the right to vote on matters pertaining to drainage and flooding. Proposed law retains present law and adds one member domiciled within the jurisdictional boundaries of the district with expertise in hydrology, flood control management, or civil engineering, to serve in an advisory role without having the right or privilege of voting, selected by the governor from a pool of three candidates agreed on and selected by the members of the House of Representatives and the Senate whose district, or a part thereof, is within the jurisdictional boundaries of the district.
