HOUSE BILL NO. 682
BY REPRESENTATIVE COUSSAN
1	AN ACT
2 To amend and reenact R.S. 38:3086.3(A), relative to the membership of the board of
3 commissioners of the Teche-Vermilion Freshwater District; to add an additional
4 member to the board of commissioners; to provide for the expertise and privileges
5 of the additional member; and to provide for related matters.
6	Notice of intention to introduce this Act has been published
7	as provided by Article III, Section 13 of the Constitution of
8	Louisiana.
9 Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 38:3086.3(A) is hereby amended and reenacted to read as follows:
11 ยง3086.3.  Board of commissioners; membership; tenure; officers; vacancies;
12	compensation
13	A.  The affairs of said the district shall be governed by a board of
14 commissioners composed of one member from each of the parishes constituting the
15 district and from the parish of St. Landry, to be selected and appointed by the police
16 juries of their respective parishes; provided that the member from the parish of St.
17 Landry shall only have the right to vote on matters pertaining to drainage and
18 flooding. commissioners, whose membership shall be as follows:
19	(1)  One member from each of the parishes constituting the district, to be
20 selected and appointed by the governing authority of their respective parishes.
21	(2)  One member from St. Landry Parish, to be selected and appointed by the
22 governing authority of the parish, who shall have the right to vote only on matters
23 pertaining to drainage and flooding.

1	(3)  One member domiciled within the jurisdictional boundaries of the district
2 who is a civil engineer or a civil engineer with a focus in hydrology to serve in an
3 advisory role without having the right or privilege of voting, selected and appointed
4 by the governor from a pool of four candidates, one each from Iberia, Lafayette, St.
5 Martin, and Vermillion Parishes, agreed on and selected by the members of the
6 House of Representatives and the Senate whose districts, or a part thereof, are within
7 the jurisdictional boundaries of the district.

9 Section 2.  This Act shall become effective on January 8, 2022.
