HLS 21RS-2112 ORIGINAL 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 108 BY REPRESENTATIVE CREWS ECONOMIC DEVELOPMENT: Directs the Department of Economic Development to study and report on cyber-related issues 1 A CONCURRENT RESOL UTION 2To direct the Department of Economic Development to study and analyze the cyber industry 3 within the state and its impact on the economy in Louisiana and to report its findings 4 to the House Committee on Ways and Means and the Senate Committee on Revenue 5 and Fiscal Affairs. 6 WHEREAS, the legislature recognizes the cyber industry, the industry related to 7computers or computer networks, is important to the modern economy and that the number 8of cyber related jobs has significantly increased in Louisiana during the last decade; and 9 WHEREAS, cyber jobs include but are not limited to jobs related to cyber 10information technology, security, education, and entertainment; and 11 WHEREAS, businesses such as the Cyber Innovation Center in Bossier City, 12Louisiana, provide Louisiana with jobs as well as provide the community with additional 13cyber education resources; and 14 WHEREAS, the Cyber Innovation Center has established Cyber.org, a free academic 15initiative that provides a cyber education curriculum for students in kindergarten through 16twelfth grade; and 17 WHEREAS, such academic initiatives encourage students to pursue cyber related 18degrees, and local colleges and universities are therefore better equipped to produce a pool 19of graduates within cyber degree programs at significantly higher rates than previous years; 20and Page 1 of 2 HLS 21RS-2112 ORIGINAL HCR NO. 108 1 WHEREAS, cyber degree program graduates are highly sought after in the 2workforce. 3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 4direct the Department of Economic Development to study and analyze the cyber industry 5within the state and its impact on the economy in Louisiana and to report its findings to the 6House Committee on Ways and Means and the Senate Committee on Revenue and Fiscal 7Affairs. 8 BE IT FURTHER RESOLVED that the report shall include information about the 9following: 10 (1) The number of students in Louisiana graduating annually with cyber related 11degrees, including but not limited to certifications, postsecondary education degrees, and 12graduate level degrees. 13 (2) Comparison of Louisiana and other states in the creation and sustainment of 14cyber related jobs. 15 (3) The current and future projections of the demand for persons with cyber related 16degrees seeking cyber related work within Louisiana. 17 (4) Current tax credits offered in Louisiana related to the creation and sustainment 18of cyber related jobs. 19 (5) The impact that creating a new cyber tax credit would have on the state budget. 20 BE IT FURTHER RESOLVED that the report shall be made available to the public 21on the Department of Economic Development webpage at the time of transmission to the 22committees. 23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 24secretary of economic development.
