UNEMPLOYMENT COMP: Memorializes congress to discontinue federal unemployment
compensation benefits
1 A CONCURRENT RESOL UTION
2To memorialize the United States Congress to take such actions as are necessary to
3 discontinue the federal unemployment compensation benefits to help incentivize
4 United States workers to return to work and to help rejuvenate the workforce, which
5 continues to be impacted by the COVID-19 pandemic.
6 WHEREAS, the CARES Act was signed into law on March 27, 2020, and it
7expanded a state's ability to provide unemployment compensation benefits for workers
8impacted by the COVID-19 pandemic; and
9 WHEREAS, the American Rescue Plan Act of 2021, which was signed into law on
10March 11, 2021, provides additional payments of three hundred dollars per week, until
11September 6, 2021, to certain individuals who qualify for unemployment benefits; and
12 WHEREAS, the purpose of unemployment benefits is to provide temporary financial
13assistance to a worker unemployed through no fault of his own; and
14 WHEREAS, the COVID-19 pandemic has not only impacted United States residents
15and workers, but it has also left a staggering economic impact on businesses; and
16 WHEREAS, as a result of the COVID-19 pandemic, businesses had to temporarily,
17and in some cases, permanently, shut down and layoff employees; and
18 WHEREAS, with several vaccination options now available throughout the country
19and with people utilizing those options, the country is returning to some semblance of
20normalcy and as a result, businesses are also opening to full capacity and are beginning the
21process of recovering from the collateral effects of the ongoing COVID-19 pandemic; and

1 WHEREAS, in order for businesses to recover from the collateral effects of the
2ongoing COVID-19 pandemic, they need workers to return back to work; and
3 WHEREAS, there is some uncertainty with the extension of federal unemployment
4compensation benefits that employees will want to return to work and instead rather
5continue to receive unemployment compensation benefits; and
6 WHEREAS; if United States workers continue to receive federal unemployment
7compensation benefits in addition to state unemployment compensation benefits, they may
8not be incentivized to return to work, and as such the country's workforce and businesses
9will continue to suffer.
10 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
11memorialize the United States Congress to take such actions as are necessary to discontinue
12the federal unemployment compensation benefits to help incentivize United States workers
13to return to work and to help rejuvenate the workforce, which continues to be impacted by
14the COVID-19 pandemic.
15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
16presiding officers of the Senate and the House of Representatives of the Congress of the
17United States of America and to each member of the Louisiana congressional delegation.
