HOUSE CONCURRENT RESOL UTION NO. 124
BY REPRESENTATIVES MIKE JOHNSON AND HARRIS AND SENATOR LUNEAU
CONDOLENCES:  Expresses condolences on the death of James Wesley Quillin
1	A CONCURRENT RESOL UTION
2To express the condolences of the Legislature of Louisiana on the death of James Wesley
3 Quillin.
4 WHEREAS, James Wesley Quillin was born in Waco, Texas, in 1949, to Willard and
5Paulina Quillin; after his father completed a brief military stint in England, his family
6relocated to Pineville, Louisiana; and
7 WHEREAS, James attended Pineville High School and graduated from Louisiana
8College with a bachelor's degree in psychology in 1973; he went on to receive a master's
9degree in psychology from Northwestern State University in 1975, and in 1978, he
10completed a doctorate degree in clinical psychology at the University of Southern
11Mississippi; and
12 WHEREAS, Dr. Quillin completed a one-year psychology residency at the William
13S. Hall Psychiatric Institute in Columbia, South Carolina; in 1979, he began practicing
14psychology in Pineville and soon after opened his private psychology practice; and
15 WHEREAS, over the course of his extensive professional career, Dr. Quillin treated
16thousands of patients in the central Louisiana region; he also published numerous works in
17professional academic psychological journals and briefly served as an adjunct faculty
18member at Louisiana College; and
19 WHEREAS, Dr. Quillin was also a longtime member of the Louisiana Academy of
20Medical Psychologists; he joined in 1979 and served as the organization's president from

12000 until 2004; he also served as the president of the Louisiana Psychological Association
2from 2009 to 2010; and
3 WHEREAS, in the latter portion of his career, Dr. Quillin pioneered the movement
4for focused prescriptive authority to be granted to psychologists who completed additional
5training in neuroanatomy and psychopharmacology; he was a member of the inaugural class
6of psychologists who met these scrupulous standards and successfully obtained a medical
7psychology degree in Louisiana; he was the recipient of multiple awards for his service to
8the field of medical psychology and for his unrelenting pursuit of professional excellence;
9and
10 WHEREAS, James was an active member of St. James Episcopal Church in
11Alexandria, where he was confirmed in 2014; he was a member of the church's vestry, and
12until his passing, he served as the vestry's senior warden; he also served on the church
13stewardship committee and was a member of the Russell Knight Men's Bible Study Group;
14and
15 WHEREAS, James Quillin was also a very civic-minded individual who served on
16the board of the Rotary Club of Alexandria, as a member of the Parlangua men's Mardi Gras
17Krewe, and as king of the Krewe of Twelfth Night; and
18 WHEREAS, Dr. Quillin leaves to cherish his memory his wife, Paige Quillin;
19children, Dr. Elizabeth McLemore, and her husband Aaron; Rebecca Bartlett, and her
20husband Grant; Jennifer Andrus, and her husband Brandon; and Dr. Joseph Quillin, and his
21wife Thanmaya Reddy; sister, Susie Quillin, and her husband Russell Ward; mother, Paulina
22Ussery; grandchildren, Anna Kate Bartlett, Jack McLemore, Molly McLemore, Luke
23McLemore, Emily Bartlett, Addison Andrus, Jude Andrus, and Ruth Quillin; and
24 WHEREAS, James Wesley Quillin, was a beloved husband, son, brother, father, and
25grandfather; he cherished fishing, duck hunting, playing poker, dogs, Mardi Gras, his
26Christian faith, his genealogy, and his family; he will be deeply missed but certainly never
27forgotten.
28 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
29express heartfelt condolences on the death of James Wesley Quillin; does hereby recognize
30Dr. Quillin's inspiring pursuit of excellence in his professional career and his unrelenting

1dedication to the advancement of the practice of  medical psychology; and does hereby
2extend sincere wishes that his family find comfort during this extremely difficult time.
3 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
4family of James Wesley Quillin.
