HLS 21RS-1037 ENGROSSED 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 20 BY REPRESENTATIVES HUGHES, BRASS, FREEMAN, FREIBERG, HILFERTY, JEFFERSON, CHARLES OWEN, AND PHELPS AND SENATOR BARROW HIGHER EDUCATION: Requests that the governor appoint additional women to public postsecondary education boards so that women will comprise at least fifty percent of each board's membership by July 1, 2023 1 A CONCURRENT RESOL UTION 2To urge and request Governor John Bel Edwards to appoint additional women to the Board 3 of Supervisors of Louisiana State University and Agricultural and Mechanical 4 College, the Board of Supervisors of Southern University and Agricultural and 5 Mechanical College, the Board of Supervisors for the University of Louisiana 6 System, the Board of Supervisors of Community and Technical Colleges, and the 7 Board of Regents with the goal that women will comprise at least fifty percent of the 8 membership of each board by July 1, 2023. 9 WHEREAS, the Constitution of Louisiana creates and provides for four public 10postsecondary education management boards, the Board of Supervisors of Louisiana State 11University and Agricultural and Mechanical College (the LSU board), the Board of 12Supervisors of Southern University and Agricultural and Mechanical College (the SU 13board), the Board of Supervisors for the University of Louisiana System (the UL board), and 14the Board of Supervisors of Community and Technical Colleges (the LCTCS board), to 15supervise and manage the institutions and programs of their respective systems; and 16 WHEREAS, the constitution also creates and provides for the Board of Regents to 17plan, coordinate, and have budgetary responsibility for public postsecondary education; and 18 WHEREAS, the constitution provides for each of these five boards to have fifteen 19members who are appointed by the governor, two from each congressional district and the 20remaining members from the state at large, serving overlapping terms of six years; and Page 1 of 2 HLS 21RS-1037 ENGROSSED HCR NO. 20 1 WHEREAS, as of April 7, 2021, of the fifteen members of each board, not counting 2student members, the LSU board has three women (20% of board membership); the SU 3board has three women (20% of board membership); the UL board has four women (26.67% 4of board membership); the LCTCS board has four women (26.67% of board membership); 5and the Board of Regents has four women (26.67% of board membership); and 6 WHEREAS, according to the most recent data from the United States Census 7Bureau, women comprise approximately fifty-one percent of the population in the state of 8Louisiana; and 9 WHEREAS, the terms of a number of members of each board will expire between 10July 1, 2021, and July 1, 2023, which will create numerous opportunities over the next two 11years for the governor to appoint additional women to each board so that the boards more 12accurately reflect the population of the state. 13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 14urge and request Governor John Bel Edwards to appoint additional women to the Board of 15Supervisors of Louisiana State University and Agricultural and Mechanical College, the 16Board of Supervisors of Southern University and Agricultural and Mechanical College, the 17Board of Supervisors for the University of Louisiana System, the Board of Supervisors of 18Community and Technical Colleges, and the Board of Regents with the goal that women will 19comprise at least fifty percent of the membership of each board by July 1, 2023. 20 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 21to Governor John Bel Edwards.
