HLS 21RS-1041 ORIGINAL 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO.35 BY REPRESENTATIVE ORGERON COMMENDATIONS: Commends the Louisiana Offshore Oil Port (LOOP) on its fortieth anniversary 1 A CONCURRENT RESOL UTION 2To commend the Louisiana Offshore Oil Port (LOOP) on its fortieth anniversary. 3 WHEREAS, on January 27, 1977, the Louisiana Offshore Terminal Authority issued 4a first-ever license to construct and operate offshore terminal facilities to the Louisiana 5Offshore Oil Port (LOOP) for the purpose of building a deepwater port as a safe means to 6receive and deliver crude oil from the largest tankers in the world; and 7 WHEREAS, on May 5, 1981, after constructing the nation's first deepwater port, 8LOOP offloaded the Texaco Caribbean to deliver crude oil to refineries serving the energy 9needs of Louisiana citizens and the American public, and since that time, LOOP has safely 10moored over ten thousand six hundred tankers at the deepwater port; and 11 WHEREAS, in 1996, LOOP began receiving crude oil production from the Gulf of 12Mexico as an economic and safe means of transporting outer continental shelf crude oil to 13the United States mainland; and 14 WHEREAS, in 2018, LOOP received federal and state approval to begin outbound 15loading operations from the deepwater port, and since that time, more than one hundred sixty 16million barrels of domestically-produced crude oil have been exported from LOOP to 17international ports, which has positively impacted the balance of trade of the United States 18by several billion dollars; and 19 WHEREAS, today, LOOP safely receives, stores, and distributes more than fifty-five 20percent of all crude oil produced from the Gulf of Mexico outer continental shelf, and more Page 1 of 3 HLS 21RS-1041 ORIGINAL HCR NO. 35 1than eight percent of all crude oil refined in the entire United States, which activities support 2critical jobs and revenue for Louisiana and its citizens; and 3 WHEREAS, LOOP has become one of the largest privately-owned crude oil storage 4facilities in the United States with more than seventy-two million barrels of storage available 5for refiners and producers to ensure a reliable supply of energy for American consumers; and 6 WHEREAS, LOOP takes great care in performing its services in a safe and 7environmentally responsible manner through the development and implementation of a 8one-of-a-kind Superport Environmental Protection Plan and Environmental Monitoring 9Program that ensures the people of Louisiana and the environment are least impacted from 10its operations; and 11 WHEREAS, since its operations began, LOOP has safely received, stored and 12distributed more than fourteen billion barrels of crude oil without a significant 13environmental incident; and 14 WHEREAS, as the only crude oil deepwater port in the United States, LOOP's 15forty-years of success is a result of the genius, innovation, collaboration, and hard work of 16its employees, contractors, and local, state, and federal stakeholders to ensure the American 17public receives a safe and reliable supply of energy. 18 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 19commend the Louisiana Offshore Oil Port on its fortieth anniversary and on being the first 20and only crude oil deepwater port in the United States. 21 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby 22recognize LOOP for safely receiving, storing, and distributing billions of barrels of crude 23oil to ensure a reliable supply of energy for the American public and contributing 24significantly to the economic productivity of the United States. 25 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby support 26LOOP in its commitment to safe operations and the environment in protecting the interests 27of Louisiana and its citizens. 28 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted 29to the president of the Louisiana Offshore Oil Port.
