ECONOMIC DEVELOPMENT:  Directs the Department of Economic Development
and the State Board of Commerce and Industry to suspend certain tax incentives,
subsidies, and other public financial support for certain utility scale solar projects
DIGEST
To urge and request the Louisiana Department of Economic Development and the State
Board of Commerce and Industry to suspend the Louisiana Industrial Ad Valorem Tax
Exemption Program and other tax incentives, subsidies, and other public financial support
relative to certain utility scale solar projects.
Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Commerce to the
original bill:
1. Make technical changes.
2. Add a provision to include the State Board of Commerce and Industry as an
entity being directed to suspend the Louisiana Industrial Ad Valorem Tax
Exemption Program and other tax incentives, subsidies, and other public
financial support relative to certain utility scale solar projects.
3. Add a provision to transmit a copy of the resolution to the secretary of the
Louisiana Department of Economic Development.
4. Add a provision to transmit a copy of the resolution to the chairman of the
State Board of Commerce and Industry.

Committee Amendments Proposed by Senate Committee on Commerce, Consumer
Protection, and International Affairs to the engrossed bill
1. Changes from a direct and authorize resolution to an urge and request
resolution.
2. Adds provision to suspend certain tax incentives, subsidies, and other public
financial support relative to certain utility scale solar projects until 30 days
after final adjournment of the 2021 R.S. of the Legislature.
3. Adds provisions relative to applicability of the suspension and provides that
the La. Energy and Power Authority or a municipal-owned electric system is
not subject to the suspension of law.
4. Makes a technical change.
