ENROLLED 2021 Regular Session HOUSE CONCURRENT RESOL UTION NO. 75 BY REPRESENTATIVE BAGLEY A CONCURRENT RESOL UTION To urge and request the Department of Transportation and Development to study the feasibility and reasonableness of increasing the gross vehicle weight and axle weight limits for an annual permit. WHEREAS, a special permit issued on an annual basis, or per trip, for transporters of heavy equipment requires a two thousand five hundred dollar permit fee and a size and weight not to exceed one hundred twenty pounds and six axles; and WHEREAS, the annual permits are subject to a per-trip assessment when the size and weight exceed one hundred twenty pounds and six axles; and WHEREAS, the Department of Transportation and Development does not authorize electronic permits, resulting in a delay between the request and approval of a per-trip permit, which may occur at any time of day or night; and WHEREAS, transporters of heavy equipment companies would rather pay an increased annual permit fee to allow for an increase of business by reducing the delay in per- trip permit requests and approvals and avoid the undue burden of manual per-trip requests during nontraditional work hours of the day; and WHEREAS, an increased permit fee of five thousand dollars and an increased gross vehicle weight and axle weight limit of one hundred thirty two thousand pounds and seven axle weights would increase the revenue of the Department of Transportation and Development, decrease the man-power needed to address multiple per-trip requests at nontraditional work hours of the day, increase the revenue of transporters of heavy equipment by increasing their number of trips, and decrease the undue burden of manual per- trip permit requests at nontraditional work hours of the day. Page 1 of 2 HCR NO. 75 ENROLLED THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Transportation and Development to study the feasability and reasonableness of increasing the annual permit fee to five thousand dollars and increasing the gross vehicle weight and axle weight limits to one hundred thirty two thousand pounds and seven axle weights for annual permits. BE IT FURTHER RESOLVED that the Department of Transportation and Development shall submit a report detailing the results of its study to the House Committee on Transportation, Highways and Public Works and the Senate Committee on Transportation, Highways and Public Works not later than February 1, 2022. BE IT FURTHER RESOLVED that the Department of Transportation and Development's study should include the number of annual permits, the number of additional per-trip permits for companies who have purchased annual permits, and the amount of revenue the annual and per-trip permits generate per year. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to the secretary of the Louisiana Department of Transportation and Development.
